Protesting Against The War.

LONDON, 28th December.

A banquet of 1,000 people has been given At Pavaloff Hall, St. Petersburg, protest against the war; the day chosen was the anniversary of the revolution of 1825. The speakers who declared that the restora- tion of peace was hopeless so long as Russia had no constitution, were vociferously applauded.

A meeting of Zemstvus in the province of Moscow, became a very excited anc, and caused demonstrations in the streets, where thousands who were able to obtain ad. mission cheered noisily.

The assemblage at the Pavloff Hall was widely representative; it was called a ban- quet to evade the prohibition against meet-

On the North Sea Outrage so far as we can judge from the evidence as it reads in the home papers little action of the Russian Fleet in firing on the extenuation, can be found for the North Sea irawlers. The speeches were the most fervid; a reso lution denounced the war and demanded a legislature, elected by means of the ballot. The President and forty members of the Chernigov Zemstvo have resigned in conse quence of a Communiqué; the branch therefore has been dissolved. Prince Galit zene and the Mayor of Moscow have resigned. These and other incidents indi- cate the growing ferment.

The recent Decree of the Tsar is so worded that it is variously regarded as con- ceding much and as conceding nothing beyond vague promises, meanwhile the un- qualified language of the Government Communiqué causes deep disappointment to the Reformers. The Moscow-Zemstvo has adjourned indefinitely after adapting resolution declaring that the Delegates are so concerned at yesterday's Communiqué that they are unable to conduct the business of the branch with the necessary calm.

In the future when the institute is occupied the buildings.in Hill Street will be reserved for morgue purposes, but in the meantime all the work at Dr. Hunter, the bacteriologist in Hong-lle described Captain Yribar as a cautious, kong, and his Chinese staff, is centred there. Like all Government buildings it is plain to the point of severity. There is not a piece if ornamental work about it the hand of the walk over the structne shows that it is admir utilitarian is everywhere visible. But a short nbly fitted for the purpose to which it will soon be exclusively devoted,

There are two large chatabers which have been set apart as the mortuary. Each chamber has sixteen slate tables, and all the appliances necessary for such a place are installed. The windows are covered from top to bottom with a very finely-strung gauze., The walls are, laid

with white sanitary bricks and round the rooms is a water channel. There is not a corner, properly speaking, in the chamber, so that dir can effect no lodgement. liesides each of Be rooms is thoroughly cleansed and disinfected from top to bottom daily. will show only, by contrast, and the funnel will appear white upon a hazy white back-ground. In short, only the effect of some sharply de- fined but ill contrasted object taking upon it the nature of a ship will be observed.

The persistence of the small Chinese mer chants, who were constantly calling up to in quire after the boat, was both exasperating and amusing. The large quantity of poultry which is aboard is divided amongst a dozen or more of them, and the mournful expression on their faces as each time they are informed that nothing has been heard of the steamer, made even the agent, worried beyond expression though he is, to laugh despite his griet.

The entire mercantile community is very grateful to Admiral Stirling for his prompt ac, tion in the matter. The Admiral states in- re-

ply that he is only too glad to be of any assist ance in relieving the general suspense con cerning the fate of the beat.

The Russians having their nerves in a raw state would therefore find it a great deal harder to distinguish a trawler from a torpedo-boal than the ordinary public imagine. The extra- ordinary part of the affair seems to be the want of intelligence displayed in imagining that rockels under an enemy's nose and the ap torpedo boals would display lights and fire

parent ignorance of the kind of craft which would be expected to be falling in with in the vicinity of the Dogger Bank.

SEARCHING FOR PLAGUE SYMPTOMS. Two of the tables, when the pressman went round the buildings the other day, were covered with dead rats of all sizes. They had been operated on with the object of finding out whether there was any infectious disease about the Colony and they lay there waiting the result. Every day in the year, special men are and then a rat is killed in the public street and catching rats in every district of the city. Now even it is sent to the mortuary. A label is attached to its tail, showing when and where it in. It mu t also not be furgoun that plantations in some districts are still suffering for in overcutting in the past also that Samar is ningh disturbed by malcontents, and parts of the interior of Abay not so peaceful as might be wished. On the other hand, in some districts production is doublets extending, and the demand for lower owing to the economy in labour and waste. grades means also a larger supply generally,

We are inclined to think, supposing prices are fairly maintained, that the production in 1905 of 9,000 bales, would be a probable resalt.
