Crisis in Panama.
San Francisco, October 20, Matters have come to a crisis in. Panama and the people of the new republic are worked up to a fever pitch over what they declare is the high-banded and unfair actions of the United States representatives who are direct ing the work on the canal.
They have refused longer to tolerate the present conditions and open threats are made that unless more consideration is shown the republic they will reunite themselves, with
Colombia.
The chief question at issue is the control of the two ports or harbours at the ends of the canal.
In order to relieve the situation and placate the government of the new republic it has
been decided that secretary Taft shall visit Panama and hold a conference with President Amador assuring him that the United States has no intention of violating the territorial integrity of the new republic of overriding the rights. It is expected the whole maiter will be amicably adjusted.
The democrats are trying to make campaign capital out of the affair citing it as an instance of the high-handed policy of the present administration,

Liaoyang did not escape the tooling of soldiers, Japanese and Russian, during the few days a month ago that law and order was sus pended. A correspondent, wiring from Lian. yang via Tientsin, goes so far as to say that the looting has few parallels lo, the annals of warfare. Much liquor was found, and the soldiers, becoming drunk, committed further excesses.

· FRENCH ADMIRAL'S VISIT,
The official visit of the French Admiral on the China station to this Excellency the Governor of Macau has been fixed definitely for Tuesday next (the 25th Int.) His Excellency was to
have come before on his return from the North. The exigencies of official business, however, deferred the visit. Admiral Bayle will be ac- companied by a detachment of torpedo flotilla consisting of four destroyers-the Fronde, javeline, Mousquet and Pistolet. M. Gaston Liebers, the French Consul, at your port, and Madame Liebert, as well as Madame the Baro- ness de Reinach-Werth, wife of the Commander of the t.p.d. Pistolet, will accompany the Com- mander-in-chief. According to the programme for the reception of His Excellency and suite, I learn that the arrangements in connection with the visit are that the Admiral will be received by a guard of honour and the band at the landing in the inner harbour. The French officials will then inke up the quarters for the day at the Boa Vista Hotel. There will be the usual interchange of constesies, and in the evening a State-dinner will be given in his honour at Government-fi puse, to which the
officials will be invited besides the commanders of the foreign vessels in port. There are at present here the U.S; 'gunboat Callae and H.M.S. Robin. A ball will be given, in the evening, at the Club de Macao; it is being ar ranged by a few members of the Club under the presidency of Mr. A. J. Basto, vice-consul for France in this Colony and chairman of the committee of the Club. The French Admiral will leave here on Wednesday.
ZONE TIME.
During the interim of the departure of the Rus sians and the arrival of the Japanese, the Chin. ese soldiers and police finished the work the Russians began, pillaging the shops that were not found by the Russians. Then when the Japa. nese came they completed the looting. They had been fighting for five days without food, except dry rice, and broke loose upon entering the town. The Japanese jooted right and left, The shops having already suffered, the Japanese turned their attention to the private houses. They wanted food principally, but overlooked nothing.
