THE CIGAR TRADE.

Public interest in the Philippines has been largely focussed during the past few days upon the article which recently appeared in our columns announcing the opening of a cigar factory in Hongkong. The decision of "La Estrella Preciosa" to transfer their Far East business from Manila to this Colony in order to avoid difficulties in buying and exporting (such as numerous transportation charges, Customs formalities, and other duties, not forgetting exchange formalities) has evoked considerabic com-

ment in the Cablenews and seems to have brought home to the notice of the manufacturers in the American possessions the importance of not despising the Hong kong and China trade. According to figures just published by the bureau of insular affairs at Washington, last year this Colony and the British East Indies bought more than one half of the total export of cigars from the Philippines and, as the Manila journal points out, while a large part of this was doubtless

would be better off in that respect. As is nemlly known, observes the Cablenetes, the scale of wages which prevails in Hong kong is much lower than that which obtains in the Philippines, and as in the making of | cigars the element of labour, cuts quite a substantial figure in the balance of profit and loss, it would seem that there at least the Hongkong factory would have some advantage. Vice-Governor Ide thought that there was little to fear from Hongkong, as there was absolutely no duty on the exporta tion of cigars and cigarettes. The tobacco would have to come from the Philippines, and the money for its purchase would have to go to the grower. He alluded to the fact that it would certainly cost less to ship tobacco directly from Aparri, the centre of the lobacco-growing industry, to Hongkong, than to ship it to Manila, and pay for the transhipment which must take place in the process of manufacture before the cigars can be exported by the factory. Another point is that the Hongkong factory is not as large an affair at present as the old factories of Manila, and that, he thought, did not argue that in time the Hongkong factory would not affect the Manila trade to any degree. If the advantage is ever so 'slight in favour of ha concluded, Hongkong, the capital and the brains can soon be found for the new enterprise. We are, at present, unable to state the amount of capital which has been put into the new factory; but taking all things into account there is reason for believing that the advantages are, so far, in favour of this Colony, not the least im portant being the proximity of Hongkong to China and the fact of its being the greatest distributing centre in the East.
