During the past few years there have been several new developments in trans-Pacific shipping as instanced not only by the build. ing of huge cargo steamers and palatial liners, and the awarding of the Philippines freight transports direct to American lines, but also in the keen competition which has sprung up in consequence of the ever in creasing number of vessels trading with the Orient. In spite of this, Chinn bound busi- ness has been most unsatisfactory to the United States, for, as mentioned in nur. columns a few days since, toatters appear to have now reached such a state of affairs that a merchant marine commission has been investigating the conditions which bandicap American shipping interests in competition with other nations of the world. Although the results of their deliberations are as yet unknown, it seems to be generally acknow. ledged that the solution to the problem can be found only in a direct subsidy, free ships, or by an export bounty per ton ad valorem on all domestic goods carried in American A. At the Police Court this morning, before Mr. ED. C. Wolle, perky Chinese usher of the Court, appeared to answer a summons taken out by a local reporter, charging him with using language calculated to create a breach of the peace. Defendant was engaged copying some of them, but had a large number under his arm which he had apparently finished with. Witness asked to be allowed to see them, and gently removed the documents. Wing Fung Tal does not bind the then plaintiff Li Shaung and the trustee of his bankrupt estate in subsequent proceedings, I do not concur in that contention. I think it is clear from the pleadings and from the Chief Justice's notes, that the question of
