The Mission to Thibet.

LONDON, 7th July, Mr. Balfour, speaking in the House of Commons, said that the policy of the Gov. ernment in regard to the Tibet Mission was unchanged. Negotiations might be opened at any moment during the advance with a competent and properly empowered negatia tor. The Government did not desire to ask terms at variance with previous declarations.
