Nicbelung: and they were referred to in Russia and even in France as if the legends reflected the distant recollection of populations of little people who really lived in far-off ages. It is new proved conclusively that the ancient popular hence was founded in fact. It links the tradition to its starting point. The race of | little people existed almost everywhere.
It is certain that there existed in remote ages a race of dwarfs which remained as a distinct race for a long time. Traces of them are found among the Romans and the Slavs. According
to Gatturam of Colmar, these races of
Awarfs propled Switzerland and the whole of lower Alsace, while Miesch and Kollmann elim that they were the primitive people of Europe. The assertion is also made that inasmuch as traces of pygmies are found in many parts of the world, they probably were the advance guard of the present variety of the human race, just as in the case of animals the big came from the ninth century that all trace of them as a collectivity was lost. Nevertheless, after that period isolated specimens of them were found from time to time, particularly in the different courts of Europe, where they were employed as jesters.
From this category M. Poncet and M. I eriche separate the ancestral dwarfism which' is deter- mined by the atavic recall of the ancient type of pygmies, a type which disappeared in our regions about the middle of the Christian era. H Poncet and H. Leriche bate their opinion upons two curieus observations. They made a study of two creatures, brother and sister, born in a little village on the banks of the river Ain. They are both fine specimens of pygm'es. Their status is 3 feet 11 inches and 3 feet 10 inches. Their father and grandfather were of small stature,' each standing 4 feet 6 They were intelligent, strong and muscular. Their mother is still living. She is forty-nine years old, and in height measures 4 feet 8 inches, Her third child, a young woman of twenty-six summers, is slightly above the average female stature. She is 5 feet & inches Pierre, the eldest son. is thirty-four years old,

descriptions of the pygmies of old. Their health is excellent and their physical development perfect. All idea of morbid pathogeny must be rejected; they must be treated as a special variety of the human species, or at least as a marked variation of the human type.
If these dwarfs are raities it is probably because there is a constant advancement of the human race toward a higher type, with the 462 progressive elevation of the stature. Little by little the dwarf type fades away; and, no doubt, it will finally disappear.-Ex.

HONGKONG METEOROLOGICAL
SIGNALS
A NEW CODE,
We bave received from the Hongkong Observatory a new code of meteorological ∙signals which comes into force at Hongkong' on New Year's Day. They are the same as those at present in use at Shanghai, and will be hoisted on the mast beside the time-ball at
Kowloon Point for the information of master of vessels leaving the port. They do not neces sarily imply that bad weather is expected. The signals are as follows:-
A cone point upwards indicates a typhoog to' the North of the Colony.
A coné point upwards and drum below in- dicates a typhoon to the North-East of the Colony.
A drum indicates a typhoon to the East of the Colony.
A cone point downwards and drum below indicates a typhoon to the South-East of the Colony.
A cone point downwards indicates a typhoon to the South of the Colony.
A cone point downwards and ball below indicates a typhoon to the South-West of the Colony.
A ball-Indicates a typhoon to the West of the Colony.
A cone point upwards and ball below indicates a typhoon to the North-West of the Colony,
Red Signals indicate that the centre is believed to be more than 300 miles away from the Colony.
Black Signals indicate that the centre is believed to be less than 300 miles away from.

The above signals will, as heretofore, be hoisted only when typhoons exist in such posi- tions or are moving in such directions that in- formation regarding them is considered to be of importance to the Colony or to shipping leav ing the harbour,
NIGHT SIGNALS.
Two lanterns hoisted vertically indicate bad weather in the Colony and that the wind is expected to veer.
Two lanterns hoisted horizontally indicate bad weather in the Colony and that the wind is expected to back.
The signals are repeated on the flagstaff of the Godown Company at Kowloon, and also, by day only, at the Harbour Office and on H M's Receiving Ship.
LOCAL STORM-WARNINGS.
The Colony itself is warned of approaching typhoons by means of the Typhoon Gun placed
at the food of the mast, which is fired whenever a strong gale of wind is expected to blow here.

It contains observations made at Hongkong and at a number of stations in the Far East, together with, Remarks, Weather- forecasts, and information regarding the exist· ence and movements of typhoons based thereon.

Masters of vessels or their aguntù may, whenever necessary, call, at the Telegraph Company's Office in Connaught Road and send telegrams to the Observatory asking for special information without charge. Such inquirise, may also be sent from the Police Station at Kowloon Polat, which is connected with the Observatory by telephone.
