FREIGHTS, THE WAR, AND THE CApe route. The condition of the freight market exhibits no improvement in fact in most directions it is as difficult as ever to bring business about. Of course, the principal item of interest to owners since the last report has been the seizure by the Russians in the Red Sea, of coal-laden boats bound to Japan; they are since reported matter as we had previously pointed out to per ton from Wales to japan, they were taking owners, that in accepting the bait of about 255. an inordinate amount of risk, or that, at any rate, the risks were such that a far and away higher rate of freight ought have been demanded. We do not for one moment suppose that in stopping coal-laden boats in the Red Sea, Russia is contemplating any improper action; but, on the other hand, bouts bound to Betish (Indian and other) ports might be delayed, and is this point that is now receiving serious consideration.

THE STRANDED "SCOTIA."
A TOTAL LOSS. The S. F. Pren of 3-st uk, says:—Further news to hand confirms the report of the total loss of the Cable Maintenance Co.'s steamier Scotia on the island of Guam, while on a voyage trum Singapore to Honolulu. The cable steamer Patrol, it will be remembered, was despatched to the Scotia's assistance on receipty telegram of the news of her stund- ing, and this vessel arrived at Guam on Mon- day last. The Scotia was then lying a angle of 36 degrees on the reef, and heavy seas were breaking over her with such force that she is quickly going to pieces. The crew were,
however, ali safe ashore on Guain, and Captain Kushton is to be congratulated on getting his crew safely away from what was evidently a very dangerous situation.
Owing to the rough weather prevailing the i atrof has been unable to approach the wreck to salve the valuable cable in the tanks, but is standing by waiting for a break in the weather.
It may be of interest to mention that the Scotia, which is of exceptional draught for a telegraph ship, went ashore in the Gaspar Straits shortly after her arrival on this Station. While at Hongkong on the present unfor- tanate voyage she was placed under the American flag.
