Her army has made equally rapid strides, and a few words on the growth of: Japanese Military Power may be of interest.

Up to 1867 the Mikados were nominal rulers only-Figureheads. The Empire was "ria by the "hngun,' or commander-in-Chief, ni? divided into sem-independent Fiefs ruled by Chiefs called "Daimios," whose feudal, retainers, armed till about 1850, with bows and arrowS and twohanded swards, formed the Army of Japan.

In 1865 the Mikado, to strengthen his power and to overawe his truculent Daimios, applied to the French Government for assistance in the arming and training of his own retainers. The result was the arrival of a French Military Mission, out of the mambers being Capain Chanoine, afterwards French Minister of War. The outbreak of the great revolution. In 1867 necessitated the return or this Mission to France. Mutsuhitu, the Mikado, rose to the occasion, and called upon the Shogun to abdicate his pawers, which, strange to say, be did, issuing a proclamation, in which he stated to his followers that his resignation was "best, for the wellare of his country."A patriotic Shogun 1

ese flects suffered annihilation, and the Land of the Rising Sun was ready to throw down its arms to Russia a very serious ques: tion would arise. As The Times and several other journals pointed out on the 8th ult, the whole question of the balance of power in the Far East would then be at stake. Russia, triumphant and predominant, would be a must formidable menace to British prestige, influence and commercial interests in the whole of the Western Pacific; but from the opening results of hostilities, Japan stems far from being obliterated, and the contin- gency suggested is not likely to arise. Should, however, Great Britain have occa- sion to insist upon the security of her inter- ests in the Far East, it is of moment to note that the British Beet on the China Station

NOT long since we called attention to the residence of Misa Kate Carl (a sister of Mr. Carl, of the Chinese Customs Service) in the Imperial Palace at Peking. It appears that when she was presented to the Dowager-Em press that Imperial lady took a violent fancy to her, and insisted on her taking up her abode in a suite of rooms in the palace. Here, the first Englishwoman who ever stayed within the sacred precincis, she is waited upon hand and font. The highest Court officials are obliged to kow-tow to her, and she takes high prece. dence. Miss Carl, who, as we have before stated, is an artist, is painting three large port- raits of her hostess, one of which will shortly be ready for despatch to the St. Louis Ex- position.
