Two points of importance in this connection are, first, the protection of the line, and second- ly, its capabilities for transporting troops and material of war. In the first place, it is beyond. a doubt the Chunchuses, or Chinese rob- bers, who are mostly disbandet soldiers, many of them foreign-drilled, well armed with Mann. lichers and repeating Winchesters, and pre vided with, ammunition, would on every available opportunity harass the Russian troops, and, if permitted, destroy and take up the line. burn the rolling-stock, and fire volleys into the boilers of the engines, as they did in 1900. Then, again, the railway for a considerable distance to the north-east of Port Arthur is commanded from the sea. This, should the Russian fleet meet with disaster, would mean practically the cutting off of supplies from Port Arthur. Hence the protection of the line will absorb, and keep to certain degree inactive, a very considerable portion of the Russian forces now in Manchuria,
Secondly, the capabilities of the line for transporting troops and material of war are ex- tremely doubtful. The engines, are mostly constructe to burn wood, but there is none available in the country. These engines are frequently breaking down, owing to the state they are kept in. At many parts of the line the earthworks are very liable to be affected by the weather. The Russians started coal mines at Whafangtien, half-way between Newchwang and Port Arthur, also nt-Mo-chi-san, some few-). miles from Loiwang, and ten from Mukden, but these can be of no material assistance, as what coal they yield is not of the best nature for driving engines, owing to the accumulation of clinker. Most of the coal in the province is surface.

The Cossack, on his strong, thick set cob, is an ideal fighting man. He carries a long sword, a rifle and bayonet, and a whip. Haew, there fore, either be used as a cavalryman or an in- fantryman. He is a good and fearless rider, In this he is points ahead of the Japanese, who was certainly never intended to be a cavalry soldier, owing to Nature giving him, as a rule, a short, round thigh. The Russians.are undoubtedly stronger at defence than sttack. Manchuria produces little food for man, but an abundance for horses and other animals. The Japanese is a short, sturdy fearless fellow. in contrast to the Russian soldier, who is not too fond of his officer, and merely obeys him from force of habit, the Japanese loves and respects this officers, and will follow him anywhere. He is full of dash. It is well known how the Japanese officers blew themselves up with the gate to enable the Allies to enter Tientsin antive city in 1900. Their hospital and commissariat Arrangements are all that could be wished; the horsing of their transport is its weak point, as is the borsing of the Japanese cavalry." The horses are weady and without damina, but efforts have been made of late to alter this for the better, as Japan, in 1901, sent a commis sion to this country to purchase and endeavour to improve the breed of their horse.
In conclusion, there is no doubt that, if a campaign takes place in Manchuria, Russia, acting on the defensive, and Japan on the offensive, will both be fighting in a manner particularly suited to their temperamgönt, == S. P. Press.
