It is also decided to issue Exchequer Bonds, which will be announced in a few days The bonds will call for Y100 000,00, bearing interest at 5 per cent., redeemble in five years, the issuing price being Yoo for Y100 face value In the event of any of the bonds being unsubscribed they will be taken up by the Bank of Japan.

A foreigner from Port Arthur states that the number of Russian warships there now is thirty. There are also eighteen transports loaded with provisions and munitions of war. The military preparations are being pushed ahead both day and night-Alainichi.
Russian Military Movements.
SIXTY THOUSAND MEN AT INKAO.
Tientsin, 27th January.
An Inkao despatch states that five or six hundred Russian soldiers duly arrive on the banks of the Lino-ho. They are taking up positions between Shinmentan and Inkao. The total number of snidiers in these districts is estimated at 60,000. It is believed that Russia intends to make Inkao the centre of operations.-Mainichi.
Cheloo, 26th January. The 9th, rath and 12th Regiments at Port Arthur and one Regiment at Dalsy have com. pleted preparation to set ont for the banks at the Yalu. Some of the troops belonging to these Regiments are believed to have left for their destinations on or about the 20th. Two companies of the Artillery left Port Arthur some days ago. Their destination is believed to be the Valu. Nearly 3,000 soldiers have arrived at Port Arthur by train and steamers. The China Eastern Railway Co. has reduced the rale of freight between Newchwang and Port Arthur and a large number of coolies in these districts have lost their means of living. It is feared that they will turn robbers. The Russian authorities discovered that gunpowder had been laid at several places near Port Arthur in order to destry the railway, and ten were arrested. At Tachikao a band of coolies quarrelled with the Russian soldiers on the 3rd, and three soldiers were killed. One officer was also injured.—Anahí,

The necessary repairs will take about fifty days. It is stated that 100 British marines and 200 Indian troops now at Tientsin are ready to start for Korea at a moment's notice, presum- ably to strengthen the Legation guard at Seoni if necessary.

The P. M. steamer Siberia, which arrived here from San Francisco a few days ago, is reported to have carried in her cargo a shipment of of 19.00 bags of nitrate of soda, amounting to 700 tons. The nitrate is presumanly needed

RUSSIA MOBILISING.
The Daily Mail publishes a St. Petersburg elegeam to the effect that Russia has ordered the First Reservists and troops of the Army diy sions at Kharkoff, Odessa, and Kiev, 86,0co in all, to be ready for mobilization.
The depression of trade in Tientsin is severe. Seven or eight Chinese banks have already closed their doors. The rate of foreign exchange at the foreign banks is very irregular on account of the critical situation. Transactions are almost
suspended.
An official return made on the 21st ult, shows England's Friendship with Japan. that there are filtres Russian warships and ten torpedo boats at Deny, and seven warships at Port Arthur, Sve at Vladivestock and one each at Shanghai, Chemulpa and Cheloo.
