A Newchwang despatch confirms the report that Viceroy Alexeieff has abandoned the idea af going to St. Petersburg. The change of plans is believed to be due to diplomatic con- siderations and particularly the negotiations now going on with Tok o. Although, it is by General Kuropatkin, the latest news would seem to show that the former is fully trusted by the Czar. It is believed that Viceroy Alexieff will not lose his position whichever way the present negotiations in Tokio end.--

The Australasian Elections. The Australasian Federal elections have resulted in a signal victory for the Labour party which completely holds the balance of power in both Houses. The victory is main ly due to the Female Franchise.
The United States and China. 19th December. The Washington Senate has ratified the Commercial Treaty with China.
Russian Naval Re-Inforcements.
A telegram from Biserta states that a Russian squadron consisting of the battle- ship Oshablya, the cruisers Aurora and
Dimitri Donski and five destroyers under the command of Admiral Utrenius will be reinforced by six destroyers in a few days and will then sail for the Far East.

DEMAND FOR SURRENDER OF KO-VLI-KI
Seaul, toth December.
The Corean Government have decided to demand from the Japanese Government the surrender of Ko Yei-ki, the assassin of Ụ Han-zen. It is now expected that the Government will address an official note to the Japanese Legation, on the matter in the course of the next few days.

In official circles here it is stated that Russia is doing her best to dispose of the Manchurian question with China before Japan addresses a final representation to ber, Lien Fiang has been conveying messages between Prince Ching and the Russian Minister recently and the French Minister has also advised China to

Japanese views. The Russians are employing every means to foil China while delaying the progress of the negotiations in Tokio,
France now shows a détermination to support the Russian demands on China and is encour- aging Russia to take permanent possession of Manchuria. The French Minister called on Prince Ching and other Ministers the day before yesterday, and urged them to grant some of the Russian proposals in regard to Manchuria, if not all; to withdraw their undertaking to open Moukden and Tatung-kao; to guarantee that no concessions shall be made to any other Power in Manchuria; to consent to the Russian
administration of districts traversed by the Eastern Chinese Railway; to postpone the date of the Russian withdrawal to March next, and to guarantee all the privileges granted to Rus- sia up to the present time. The French Min- ister further proposed to advance twenty million taels in order that the Government might have Tokio, 14th December. funds for military operations in Klangsi. If Russia's reply, which was received on this plan was not acceptable he offered to send Saturday evening, shows that rather a wide French troops to suppress the rioters. The Cautiousness of Hu Yu-Fen. Peking, 15th December.
H. E. Ha Yu-fen has been to Hsinmintpa (N. W. of Moukden) to examine the newly opened railway. Viceroy Alexeieff has asked him to investigate the Chinese Eastern Rail way, but whether he will go to Port Arthur or not is uncertain, as he is anxious not to excite British suspicions.

BERLIN, 15th December. Count Balestrom reports with regard to his and the Reichstag Vice-Presidents' audience with the Kaiser, that the conversation was very smart. The Kaiser had entirely recovered his old liveliness; his voice was clear and full. The Emperor emphasized during the audience the necessity of Germany taking her part in politics' abroad. He then spoke of the importance of Kiautschou for Germany's special interests in the Far East and of the building of railways, which had become a question of life for the African colonies.

There was profound silence for a moment, and Viscount Tani requested the President to read the Reply once more. The President complied, and the Reply was then passed unanimously.
The House forthwith proceeded to elect a Chairman of the Committee of the Whole House, Viscount Tani gaining 187 votes, out of 203. The election of the Standing Com- mittees having taken place, Marquis Kuroda moved that a letter of thanks be presected to Prince Konoye, former President of the House, for his meritorious services while incumbent of that post for the past seven years. The motion was adopted, and Marquis Kuroda's'draft of the letter was approved of by the House.
Before the extraordinary Reply to the Throne was presented to the Emperor, the House of Representatives was dissolved on the 11th instant by virtue of an Imperial Rescript.

above Ports.
Silk and Valuables, all Cargo for France, and Tea for London (under arrangement) will be transhipped at Colombe into a steamer proceeding direct to Marseilles and London; other Cargo for Lendon, &c., will be conveyed vid Bombay.
Parcels will be received at this Office until 4 P.M. the day before sailing. The Contents and Value of all Packages are required.
Shippers are particularly requested to note the terms and conditions of the Company's Bills of Lading..
