The Japanese Diet..
LONDON, 13th December. The Japanese Diet has been dissolved and a general election is fixed for 1st March next.
Russia and Japan.
The Russian note, has been received, but its contents are not known. The Govern- ment remains calm and confident, evidently resolved to prosecute the negotiations ac- cording to the original plan.

M. Delcassé, speaking in the Chamber of Deputies, said he felt certain that Russia and Japan would arrive at an agreement satis- factory to both. Referring to Morocco he said that any French advance must be exclusively of an economic and pacific character.

The Reichstag has approved of a Bill ex- tending the commercial agreement with Great Britain two years.

Our Scottish residents are as usual finging wide the doors of hospitality to-night, and the preparations made indicate an unusually nice festival. The weather has turned very cold again, and the snow still lies thick along the less frequented road sides. The state of the Bar has been shocking the past ten days and many passengers have been waiting out there for over a week to get off, while others have given up their projected trips and returned here....
Several rather wonderful stories have been current of late regarding the interviews between the Empress Dowager and her Military Officers and advisers. General Ma is credited with having recently stated in reply to inquiries that the Chinese troops are quite equal, so far as capacity goes, to facing any European troops, but that numerically the Chinese Army is weak. This is the reason of the orders issued in all directions to raise more troops. It is one thing to issue orders and another thing to issue funds apparently. As will be seen elsewhere General Ma Yo-kon is staled to be already embarrassed by the refusal by the Board of Revenue to meet certain debit notes for arms already ordered, and the native arsenals are hardly likely to be equal to meet- ing the demands of len or twenty, new regi- ments in each province, if that number was really raised. Many references are made in the native papers to the quality of the Russian troops in Manchuria, and it is rather amusing to note that they are all the reverse of com- plimentary. It is commonly supposed, and apparently on good grounds, that China is afraid of Russia. But a brave show is at least made by native journalists of a superior indifference to her superiority, and we are rather tempted to admire the effort, however ridiculous the logical deductions may be. One paper, writing under Sunday's date, says the Tartar General in Fengtien privately reports the Russians in Manchuria are mere disorderly savages fit only to deal with the brigands, though recently there have been some troops of better quality imported from European Kussia. He declares they have no discipline, and that their arms are not of modern type, and that there is no harmony in their ranks. If the Chinese Government can muster only five or six thousand good troops, they could beat the Russians easily, Experience is the only school in which China can learn.
The Empress Dowager's birthday was duly celebrated here by foreigners going to the Yames, etc., and for two days the usual mum- ming processions went round the streets. This procession has not taken place in Tientsin for some years, and used to be rather a good show. This year it was reorganized by the Viceroy and at his sole expense, but the show is said to have been a poor one. When the people .contributed considerable sums of money and a great deal of ingenuity was expended, but they have no heart for this sort of thing now, and but little interest was taken in the procession.
THE GERMAN MAIL SERVICE.
With reference to the re-distribution of traffic between the North-German Lloyd Company and the Hamburg-American line, it is stated that the Lloyd bas hitherto made no profit out of its contract with the Government. During the first years the losses were extremely beary; in 1895, too, there was a loss of m.30accq. (£15,000); in 1896, however, there was a profit of m.85,000 (£4,250); in 1897 an increased profit of m.600,000 (£30,000); and in 1898 profit of m.1,400,000 (£70,000). From April 1, 1899, the mail service was extended to the China route in conjunction with the Hamburg line, and the profits rose to m.2,000,00 (£100 050). But from 1000 onwards a period of deficits was recorded, "in spite of the China axpedition. In 1900 there was a loss ei m.27,000 (£1,350); in 1901 a loss of m.488,000 (£34,400); in 1902, a loss of·m.1,20 1,0° 5° (£60,000). These tosses are uniformly attri bused to the heavy services which have to be rendered by the steamship companies to the State in

NEW LINE FROM EUROPE TO ORIENT AND AUSTRALIA,
In discussing the results of his visit to New York, Herr 'Albert Ballin, director-general of the Hamburg-American line, has confirmed reports of arrangements for ocean service in connection with the new Kansas City, Mexico and Orient Railway.
"A contract has been completed between our company and the Kansas City, Mexico and Orient Company," he said, "by which we will establish a passenger and freight line to the Far East and a line of freight ships to Australia from the Pacific teminus, To- polobampo, Mexico, which is to be named Port Stilwell, in honour of the president of the company. We expect that the railroad will be finished in two years, and it and the steamship lines will form a community of interest for quite a long period."

A quarter of an hour before each race the distinguishing flag for that race will be hoisted
and kept flying on the starters launch till the race is started. The distinguishing flag for the first race is B, in the commercial code; for the second, C; and for the third, D.

having arrived from the above Ports, Consignees of Cargo are hereby informed that their Goods will be delivered from alongside.
Cargo impeding the discharge will be landed at once, at Consigoces' risk and expense.
Cargo remaining on board after 4 P.M. of the 17th instant will be landed at Consignees' risk and expense into the Godowns of the Hongkong and Kowloon Wharf and Godown Co., Limited.
Consignees of Cargo froni SINGAPORE and PENANG are requested to take IMMEDIATE DELIVERY of their Goods from alongside; such Cargo impeding the discharge of the vessel will be landed and stored at Consignees' risk and expense,
