2.—The administrative and financial reforms are the only undertaking which the Govern ment has officially pl-dyed itself to bring before the Imperial Diet. The reforms so far effected are only temporary, and nothing has really been done to improve the essence of the administration. We are now convinced that the present Ministry is unworthy of being entrusted with such work..

3.-The estimates for the improvement of Kelung harbour and the scheme for the compilation of school, text-bonks were struck out of the Budget in the last session of the Diet. Yet the Government has spent money in connection with these matters in an irregular manner, not waiting for the consent of the Diet. This not only creates a very bad precedent in the working of con. stitutional government, but also traniples down the spirit of the Constitution.

The Tokio branch of the Progressist Party aims at carrying into effect the following in order to advance the prosperity and welfare of the city of Tokio ;--

(1)~~That the evils attending the municipal administration of the country be immediately

removed; (2) That the 6th National Exhibition be held in Tokio; (3) That the drainage system of the city be improved.
