Little supplementary news to that which published in the morning came in yesterday with respect to the critical state of the relations between Japan and Russia, says the N. C. D. News of 13th init. Several business firms in Shanghai wired to their representatives in the nonh and Japan for information, and the answers sent, so far as we are able to ascertain, were generally of an unilluminating nature. It is now certain that there was no declaration of war on Sunday at noon, and it is possible to hope that in a time of very grave danger to the continuation of peace, the balance in the scales is still against an outbreak of war,

THE ORAVEST DANGER TO PEACE at the present time is, of course, the nearness, which increases daily, of the armed forces of the two countries to each other. Any hour a col- lision may occur, and then nothing short of a miracle can prevent war. The huge army Russin has mustered in the north is in every way prepared for a conflict, and is strengthen ing its post ion with an activity and foreth ought which leaves nothing to chance. Last week we published a reliable report to the effect that all work on new buildings in the immediate vicinity of Port Arthur bad been stopped, except that on fortifications and railways, and that so,ooo extra troops were shortly to be added to the garrison. Farnhams have considerably weakened and have been sold at Tls. 125, 127, 120 and 15 closing with buyers at the fast mentioned price. Business in Kowloon Wharfs has been transacted at $88 at which, rate there are further inquiries. Hongkew Wharfs have further risen and sales at Tls. 215 have been effected.
Lands, Hotels and Buildings.-Hongkong Latids have improved to St 54, while Shanghai Lands are easier with sellers at Tis. 105. West Points can be placed at $14. Hongkong Hotels have been booked at $ 50, but close easier at $149. Humphreys Estate can be had at $11, and China Providents are quoted at $9. Cotton Mills-Ewos have strengthened and. are in request at Tls. 32. Other stocks in this section are unaltered.
