As though the eccentricities of the mandarins of St. Martin's-le-Grand were not sufficient to occupy the attention of an English journal, I have been asked to ventilate a grievance against the Chinese Post Office, says Labouchere in a recent number of Truth. It relates to the ex- orbitant surcharge levied on letters posted from England to Shanghai with a penny stamp and then redirected to any of the outports. The ordinary prepaid postage from Shanghai to Chinkiang, for instance, is only one cents, while if a letter is sent from the formar place to the latter minus any stamp.whatever, two cent, are collected on its deliver, Bus if the addressee of a letter from this country, to Shanghai hap-
pens to be at Chinking, and it is re-directed to him there, the Chinese Post Office treats the fact that the envelore hears a penny English stamp (the correct postage to Shanghail as on excuse for levying a tax of 16 cents for its delivery. The practice is as absurd as it is unjust, and Sir Reben Hart could surely pro- cure its abolition.

Matters, however, are maturing, and it is even mooted that the European executive staff of the Straits Eche-the paper recently floated on Chinese capital and with influential Chinese backing at Penang-may assist in its creation and development. No title for the new publi cation has yet been decided upon, but that is a mere matter of detail. Yokobama with a population of less than 3,000 Europeans, and only about 2,000 Chinese, contrives to support five English dailies-including the Japan Times that is printed twenty miles away in Tokyo-not to mention a couple of English weeklies. Singapore with over 5.000 Euro- peans and a double of hundred thousand Chi- nese, ought certainly to be able to support one Anglo-Chinose daily at the very least.
