SUGAR CONVENTION, BILL.

A wire from London of the 4th ult, says that while the House of Commons was in commitee on the sugar convention bill that day a long discussion arose as to whether the importation of bounty-fed segar, should be prohibited or countervailing duties should be imposed. Many of the Liberal members referred to the Ameri- can imperts, which, although new insignificant, might increase if the price of sugar rose.
