The United States Vice-Consul Beirut has been assassinated. President Roosevelt has demanded satisfaction and ordered the United States European squadron, now in the Mediterranean,' to proceed to Beirut immediately.

The assassination, of the United States Consul at Beirut, which was officially an- nounced in Washington, now appears to be an error in the Government's cypher tele gram; the man actually fired at but missed the Consul.
The "America" Cup.
In the third race for the "America". Cup,' -- the Keliance outsailed the Shamrock through- out and led by 12 minutes at the outer mark, later on the race became a drifting match.

The Amerion" Oup.
New York, 2011 August.. Again the English yacht met defeat. The Cup defender Retria e beat Shamrack 111 in the second rac by one minule and nineteen seconds. Even the greatest admirers of the Shamrock were disappointed, but Sir Thomas Lipton still has a chance ip lift the mug as there are three races yet to be run. If the Reliance wịna once mare she has won the con- lest. The breeza to-day was stiff and it was confidently believed that Lipton would cross the line first. The Knight takes his hard Tuck happily and s ill hopes for a winning of three straight. Not much aey was wagered on the race as no one would give better than five to one un Reliance.

TREATMENT OF FLAGUE CASES
IN KENNEDY TOWN HOSPITAL.
The following report on plague cases treated in the Kennedy Town hospital, by Dr., J. C..
Thomson, is reprinted from the Government Gazette of the 28th inst:-
Sir, I have the honour to report, for the in- formation of His Excellency the Governor, regarding the plague cases that have been treated in Kennedy Town Hospital this year up to this date (6th July).
2. Two hundred and eighty-two cases of plague have been admitted to this date, of which 87 were discharged cured, 17: died and 24 are still in hospital, but all convalescent. Allibere 24 will almost certainly recover completely, and for purposes of my calculations in what follows I shall class thein with those cured. As the epidemic seems practically over, future ndanis alons to the hospital this year will probably scarcely interfere with general statements that may now be made; and this year's figures may, I think, he quite fairly compared tentatively with the total figures for previous years.
BERF-BERIS
Dr. Guérin, after long and careful experi- ments in Madagascar and Tonkin, has dis- covered an efficacious treatment for best-beri by intramuscular injections of 1% solution of b'chloride of mercury to 2% of serum of Hayem. The minimum number of infections hus been two and the maximum six, so says his report, and the proportion of cures, amongst patients so treated, has been two-thirds.

RUMOURS OF ANNULMENT.
A Seoul dispatch to the Asaki states that the Russian Minister in Seoul was dissatisfied with Sei Kye in regard to the lease of land at Yong. The substance of the agreement made by Cho
pho, He is said to have expressed his desire to the Foreign Office that the agreement should be amended. On the 12th instant Cho Sci-Kyo had an interview with Mr. Ginsberg. representative of the Russian Timber Company, and arranged to annul the agreement. Cho Sei-Kyo also applied to the Russian Minister for bis sanction of the annulment, and the fact that such application had been made was com municated to the Japanese Minister by. Cho

A letter just received from Newchwang says that the Russians give frequent expression to the opinion that they will be forced to fight Japan this autumn. I am a little doubtful on that point. As a result of observation of its use in a. series of 143 cases, I consider carbolic acid in large doses the most hopeful means of treating plague thus far at our disposal in Hongos. 9 Before looking at the actual figures, there are two circumstances that need to be men- tioned, and for which due allowance must be
made
(1)-The treatment with carbolic acid was commenced late in the epidemic, at a stage when there is a greater natural tendency to recovery, the disease being invariably more virulent early in the season.
(2)-Coincidently with my beginning the use of carbolic acid, Dr. Bell announced his modi- fication of Ross's method for the examination

The Asaht received a Tokyo dispatch stating that news had reached the Foreign Office that on the 18th instant Cho Sei- Kyo, Korean Forest Inspector, intimated to the Japanese Minister that he had annulled the case contract which he had signed with the representative of the Russian Timber Company. Vi Do-chai, Korean Foreign Minister, also re- plied to the Japanese Minister, acknowledging bis Note of warning, but pointing out that the lease contract had not yet been officially signed. A Seoul dispatch tothe same journal states that the Korean Minister for Foreign Affairs replied on the 19th instant to a Note of warning ad- dressed to him by the Japanese Minister. The Note of warning was to the effect that if the case contract was ratified, the Japanese Government would take any action deemed necessary for the protection of Japanese rights and interests in Korea. The reply notified that the contract agreed upon between Cho Sei-Kyo and the Russians was only provisional. Some amendments were to be made between the Korean authorities and the Russian Minister, and it was deemed too hasty a conclusion to take it that the agreement meant the grant of a settlement for the exclusive use of Russia. The Korean Minister for Foreign Affairs banked the Japanese Minister for his kind warning, but assured him that there was no necessity to show any great concern about the
maiter.
