A PROPOSED CHINESE EXTRADI-|

HION TREATY..

Ever since the escape of Kang Yu-wel and his disciple Lang from Peking a few years ago, China has been filled with the vague idea that if she could only make extradition treaties with the Powers she could easily crush.any attempt on the part of her more enlightened people to pull her out of the ruts. › Kang Yu- wei was probably the first. Chinese political refugee who openly went for asylum to a British possession and remained there, while carrying on a regular campaign of fierce criticism of the Central Government in defiance of the fulmin- ations of Peking, Liang and several others flew to Japan while Kang selected first the Straits an then india. Liang from Tokyo has ever since directed a constant stream of reform ideas in coli and cruel type upea lus unwilling motherland. Dr. Sun Yat-sen found in London a few years ago to what extreines, indeed to what outrageous, lengths his maternal Govern- ment would go to htain possession of the per- song of such of her sous as had incurred the displeasure of the dominant faction in Peking, which is now after its lemporary eclipse of three years go, once mole asserting its authority in no uncertain tones and is making most des- perate efforts to get its enemies into its clutches We have seen in the fe,uent invasions of Hong kong's rights by the Canton mandarins to whit lengths they will go to wreak vengeance upon any member of the Reform panty who

other day that the Hongkong Government banged a tool of the ex-Governor of Kwang tung, who was found guilty of shrouing o Hongkong Cantonese schoolmaster whom the Canton authorities had marked down for destruc ion because of his political pro clivities and we have frequently seen of late in Sbarghai daring cases of kidnap ping, or attempted kidnapping, by the man- darin mynnidons of residents of this Anglo- American Seulement for political reasons. The present Chinese political cause celebre is only one of many, but it is the most serious and has attracted more than usual attention on account of the extremely clumsy way it has been men agod by the foreign political intriguers and wirepullers upon whom the Chinese authorities unfortunately for themselves have relied in this matter,

The Supao case has, however, deeply im pressed the Chinese Government with the urgent necessity it has for concluding extradi. tion treaties at the earliest moment. Indeed,

P.M, at the Offices of the Public Works Department, by Order of His Excellency the Governor, of One Lot of CROWN LAND, near Tokwawan, Kowloon, in the Colony of Hongkong, for a term of 75 Years, with the aption of renewal at a CROWN RENT to be fixed by the Surveyor of His Majesty the KING, for one further term of 75 years.

we learn that feelers have already been thrown out and the usual backstairs approach to the British Foreign Office, which Sir Halliday Macariney formerly used so freely, is again being utilized to

if England will not listen to the voire of the ancient charmer of Peking who wants to get all her enemies and native critics into her hands without the trouble and annoyance, which the Supao case lias caused her. China wants an extradition treaty ostensibly for the purposes of dealing with her own criminals more effectually, but we fancy that her real Locally, desires in the matter are something more than

to be able to recover fugitive criminals. There

is never any trouble in Hongkong, Manilo,

not

the Straits, or Japan about the arrest of Chinese" absconders from justice. They are only too readily given up to whoever Asky for their arrest.

China does require to make a treaty to extradite ordi- nary criminals. She wants it merely in order to be able to arrest her reformers abroad and to prevent her sens, who dwell in freer and more enlightened lands, from 'carrying on the grent campaign which has for its object the removal of the scales from the eyes of their kindred at home. The horrible treatment of Shan in Peking and the wholesale arrests of reformers that is now being inaugurated around Shanghai are good indexes of the ideas that China holds on extradition treaties generally. -Shanghai Times.

WAMPOLE'S PREPARATION nover decaives any who resort to it in hope of benefit and cure, we may expect to be believed. For this assurance is given on what it has done in the past in countless cases,-on its record.

It is only recommended to ac complish what it was made to accomplish. Its action in Chlorosis, Anemia, Scrofula, General Debility, Throat and Lung Troubles, Blood Impurities, etc. is convincing. It is palatable as honey and contains the nutritive and curative properties of Pure Cod Liver Oil, extracted by us from fresh

cod livers, combined with the Compound Syrup of Hypophosphites and the Extracts of Malt and Wild Cherry. Dr. Austin D. Irvine, of Canada says: "I have used it in cases where cod liver oil was indicated but could not

be taken by the patient, and the results following were very gratifying." It is effective from the first dose and agrees with the most sensitive and nervous stomachs. One bottle proves its intrinsic value. It cannot deceive or disappoint you, and comes to the rescue of those who have received no benefit from any other treatment. It stands for the medical triumphs of the age. "Watch carefully against imitations." Sold by chemists here and every- where and &. S. Watson & Co., Limited.
