Ever since the escape of Kang Yu-wel and his disciple Lang from Peking a few years ago, China has been filled with the vague idea that if she could only make extradition treaties with the Powers she could easily crush.any attempt on the part of her more enlightened people to pull her out of the ruts. › Kang Yu- wei was probably the first. Chinese political refugee who openly went for asylum to a British possession and remained there, while carrying on a regular campaign of fierce criticism of the Central Government in defiance of the fulmin- ations of Peking, Liang and several others flew to Japan while Kang selected first the Straits an then india. Liang from Tokyo has ever since directed a constant stream of reform ideas in coli and cruel type upea lus unwilling motherland. Dr. Sun Yat-sen found in London a few years ago to what extreines, indeed to what outrageous, lengths his maternal Govern- ment would go to htain possession of the per- song of such of her sous as had incurred the displeasure of the dominant faction in Peking, which is now after its lemporary eclipse of three years go, once mole asserting its authority in no uncertain tones and is making most des- perate efforts to get its enemies into its clutches We have seen in the fe,uent invasions of Hong kong's rights by the Canton mandarins to whit lengths they will go to wreak vengeance upon any member of the Reform panty who

The horrible treatment of Shan in Peking and the wholesale arrests of reformers that is now being inaugurated around Shanghai are good indexes of the ideas that China holds on extradition treaties generally. -Shanghai Times.
