Article 48 of the Treaty states that when a Portuguese subject committing any offence against a Chinese, the offender is to be tried by the law of Portugal and the Consuls of Government on the 8th March, 1903, to take down all evidence of a case in which a Portu- guese subject was the offender and to send the records of the case and the offender to Macao to be dealt with by the authorities in that colony, therefore he (the Taotai) should see that he (the Consul-General) has dealt with the case contrary to article 48.

THE BIRTHDAY HONOURS.

In connection with the telegraphic news printed in our columns on Monday regarding the recognition of services of well-known men in the East, we learn Mr. C. J. Dudgeon, upon whom the honour of knighthood was conferred, has done yeoman service in many questions concerning the welfare of Shanghai and British interests in China generally. The Shanghai Mercury says that during the complicated negotiations which resulted in the revised Commercial Treaty between China and Great Britain be undoubtedly assisted very greatly, through his intimate practical knowledge of actual conditions, to bring that matter to a satisfactory conclusion. Mr. G. Mobsby, who is now C.M.G., came out to Shanghai some 33 years ago, joining Butterfield & Swire's steamers. He became a pilot for the Yangtsz», and in 1885 he was appointed pilot to the British Navy, which post he has occupied continuously ever since. In carrying out the duties of this ap- appears that Egan was not the only one of that name in the Colony, but there was a No. 2pointment he has taken nearly every vessel of the British feet on the station up that mighty Egan, who happens also to be a Master Mariner.
