TIENISIN, 10th April.
The Court has not only visited the Tombs, but returned to Pantingft without mishap. The vish war, I fear, grandfather at least to the thought that the risk of such heavy traffic over the new made line was very great and the chances of a breakdown considerable, But Mr. Kinder had evidently done his work well, and the double journey was performed slowly but in safety and comfort The Empress Dowager expressed herself more than once well satisfied with the arrangements throughout and well she might, for ne Imperial party in
the world could have well travelled surrounded
with more artistic luxury than the Imperial cars represented, and at every pause-made by the train every mortal wish was gratified. Ali the foreign engineers, traffic managers and cagine drivers were called up and presented to the'r Majesties more than once and cordially thanked for their care, as both on the Northern line and on the Paoting line experienced engineers were in charge of both engine and tram. The visit to and ceremony at the Tombs Mini-altogether occupied out two days. It is believed that the question of a Mausolea for the Emperor having cropped up lately, the visit was made partly with the idea of select ing a burial place for the wretched youth, though when he may be officially called upon to occupy it is uncertain

The Control of the Fagdad Railway.
The Times scouts the idea that the British Government countenances placing the real control of the Bagdad railway scheme in Ger- than hands. The Pall Mall Gazette, West minster Gazette, Globe, Alurning Post and the Daily News vigorously endorse the Times' views, but the Daily Telegraph says that the opposition is entirely due to ex- aggerated Gernianphobia and recalls the British hostility to the Suez Canal.

If the native accounts are true, there are
times when the Emperor can speak, and he invariably says something to the point when he does, idiot as he is generally considered, or no. On reaching the palace at Puotingfu, which has been most elaborately fitted up absolutely regardless of expense, the Emperor called Yuan Shi Rai to his private apartments and pointed out that such tours as the Court is now making were intended for the purpose of A Madrid telegram from Sidi-bol Abbes seeing the condition of the country and learn. says that the tribes of Sahara have proclaiming the need of the people. It was, however, at least ossible to practice economy. Moreover, it must be understood that the cu nuchs are of to trouble the people, and any cunuch caught squeering and oppressing the people must be punished without mercy. The Emperor, after speaking to Yuan Shi Kai, is said to have sent for other high officials and repealed his instructions, and even the great eunuch Li has thought fit to warn his under lings not to make profit out of this trip. He pr bably thinks Yean Shi Kai's eye is on him Whether this is all true or not who can say, but the northern line traffic manager affirms the Emperor is looking brighter and happier than when he saw him last, so it may be,

New York, 19th April. A destructive storm on the Mediterranean has caused the greatest disaster to shipping in recent years. At Marseilles forty vessels were sunk and a number of lives last 'which cannot be estimated at the present time. Reports of other disasters are arriving from all parts of the Mediteranean and the total damage cannot be stated at the present time. The storm is said to be the most severe for many years. Much damage was also done ashore.

NEW YORK, April 21st. The War Department is making active pre- parations for a thorough test of wireless tele- graphy in the Philippines. If it proves successful all the isolated stations of the archi pelago will be put into communication by the new service.

Matters in the City and in trade circles are getting steadily worse. The attempted arrange- ment with the foreign banks has, I believe, fal- ten through, as closer invest gation has shown the salt revenue is not as clear as original ly believed, and the Edict declining all Gov. ernment responsibility in such transactiors Its been recollected. The Banks therefore stipulated that in no case would they accom- modate to the extent of more than 3 millions, and it is 8 millions at the very least that the City Authorities want; so that is probably all we shall hear about it. Meanwhile urgent telegrams have been sent to the ministers abroad asking to try and negociate a loan of 8 millions with Helgium and Holland. Both these countries reply that a sire que non would be the guaran tee of sonic other Power, notably Japan.
