Resignation of Mr. W. Hayes Fisher.

Mr., W. Hayes Fisher has resigned the financial secretaryship of the Treasury. Canada wants a Navy.

NEW YORK, April 5th. A bill will be presented to the Canadian Parliament for the establishment of a navy for

the Dominion, which will consist of about twenty seagoing vessels. The argument for the project is that an independent navy is not only necessary for the protection of the colonial interest but would also be a great puxiliary to the British fleet in case of war,

The fight on the project will be strictly along imperial lines and is viewed with great interest as being an excellent test of the strength of the ties existing between the colony and the mother country. There is already a strong opposition to the plan.

*FAME" WAITING FOR COAL.

We learn that the Hongkong and Whampoa Dock Co.'s tug Fume, which a few days ago was ashore near Cape Varelia, is unable to proceed to Hongkong baing to her coal supply having un short. It will be remembered that in floating the vessel her bunker supply figured in those things jettisoned. There was a stack of coal on the beach near the wreck of the litlene, but as shipping this into native craft in the tumult of breakers would benn extremely difficult proceeding, we imagine it is very likely being carried by Annamite conlies over the hills to the sill waters of Vung-to Bay where the Fe is anchored. That is, of course, providing the me has a right to the coal or is able to purchase it. It is expected that she will arrive here in three or four days, though the 'tail-end' of the N.E. monsoon may retard her passage.

"ISINAN" IN A CYCLONE.

MINING COLLEGE.

Peking, March 28--The Directors of the Min ng Bureau in Peking have recently sent in a memorial, calling the attention of the Throne to the necessity of establishing a mining college in China. The memorialists say that, in view of the unlimited mineral re sources which China possesses and which require to be c'eveloped, they had for a long time been contemplating the establishment of a mining college, but that owing to the lack of funds, their scheme had not been carried into effect. Now, however, a wealthy expectant Fautai, named Chang Cten Haun, the Canton Director of the Canton-Hankow Railway, has voluntarily offered to contribute two hundred thousand taels towards the establishment and

support of such a college. The memorialists therefore venture to apply to the Throne for permission to accept this liberal offer and sug- gest that the donor Tantai Chang be rewarded in, the shape of a higher official rank. The memorial has been favourably receive! and Tautai Chang has been ordered to proceed to Pating for a special audience.-Shanghai
