The Universal Gazette gathers from its Peking correspondent that since Viceroy Yuan memorialized the Throne some months ago asking that Chang Yen-mao be ordered to get for China the Kaiping Mines, Director General Chang could do nothing but to confer with the Waiwupu in devising a method to recover the concern.
