AT the instance of inspector Collet, two natives were charged bef. re Mr. J. B. Kemp this morning with dumping a dead body in the street near the Wanchai Market. They said they discovered a box which contained a dead ********, body lying the public thoroughfare, and being quite early in the morning they thought that some robbers had left it there. They admitted having picked the lack of the bux, and when they found what it contained intended reporting the matter in the Palice. The case adjourned till 10-morrow morning. THE "Hele in the Wall" has now assumed a large gap in the thoroughfare. --The following is a draft of the petition drawn by the committee appointed to con sider this question :---

Hongkong, April 4th, 1993. To the Right Honourable the Secretary of State for the Golonies, London.

The humble pelition of the a deraigned re- sidents in the Colony of Hongkong on behalf | of the community.

Respectfully showeth that your petitioners desire to bring to your notice the following facts concerning a matter of great moment to the Colony and one which has a very direct bear ing on its future advancement and prosperity, 2. We refer to the ques ion of th: Admiralty Dock now under construction and the contem plated extension of the Naval Yard.

Ih the written jostructions to the above-mentione officials, the Viceroy reviews the whole situation by stating that owing to the absence of good cash which had been crowded out by a base and spurious coinage, causing universal distrust and uncertainty, and owing to the manipula | tions of certain unscrupulous speculators and bankers who cornered all the ready cash in the 'money market, so that fabulous rites of interest prevailed, thus crippling all legitimate trade, the Viceroy opened the Official Baokwith the obj of suppressing the base and spurious colus and the usurious rates, and in order to res public confidence, which was all but Inar. Over 10,000,000,000 good large cash, were imported fram nther provinces and distributed by the Official Bank in exchange for the base and 4. The question of the present position of the spurious cash then in possession of the pervile dock is one of such vital importance to the of Tientsin. A fair rate of interest was a só future development of our Colony that we confixed by the Official Bank. By these ine sider we are justified in approaching you on public confidence was restored during the subject in the hope that a représentation of our views may result in the whole question being reconsidered by the various advis,rs of is Majesty who are concerned in the matter. 5. In support of our contention that much harm must eventually result to the Colony by the pri posed Naval Establishment' ocupying what should, looking to the future, be part of o'r most important business centre, we beg to submit the following facts.

3. We understand that certain unforeseen engineering difficulties have arisen and that an opportunity may have thus presented itself by which it is possible that if representations be made by the residents of Hongkong, the site of the Do.k may be changed without detriment to the efficient docking and repairing of H.M. Ships of War.

Now the question arises, what has become of the large quantity of new coins turned out daily by the Provincial Mint and the late cash imported by the Official Bank, which should prove sufficient for local circu.
