Seoul, February 11th-A proposal is now on foot to compile a central bank law and a convertible silver note Yong ik is at the lead of the move. ment, assisted-by Court Adviser Mr. Kato, who has received an Imperial order to assist Li in this matter. The drafts will shortly be sub- mitted to the Government Council.
The proposed capital of the Central flank is Yen 3,000,000, divided into 60,000, shares of so yen each. The shares will be aficited among the Corean citizens. The flank is to operate under a similar charter to that of the Nippon- Ginko, acting as fiscal agents for the National Treasury, receiving Customs duties and all other taxes, issuing notes and granting loans, etc. The Bank will be under the supervision of the Minister of the Treasury. This Lurrency bill should never have been made a party measure, for the silver issue is dead as Pharaoh's mummy and there is really a good deal to be said from an economic standpoint on both sides of the Philippine money question. It became political for the reason that those favoring the extension of the United States coinage law to the Philippines do so mainly as an incident of their contention that all general laws of the United States should bespeedily extended to the islands, with the object, as soon as may be, of com pletely incorporating the islands within the limus of our boly politic. A uniform currency is one of the important agencies of promoting trade, and the legend of "the United States of North America" on the current coin is an agency in developing patriotism in our people. It was these considerations, rather than econo mic views, which prompted twenty-eight Re- publicans, under the lead of some who have always favoured free trade with the Philippines, to join the Democrats in voting for a measure believed to tend in that direction.
