Although it is generally recognised that the sentence will be commuted, all the *papers demand an exemplary punishment.

When I say my countrymen owe a deep debt of gratitude to him, I am sure I am simply echoing the feelings of | you all sitting here now, (Applause.) NEW YORK, January 21st. The question of extradition between the United States and the Philippines was taken
yesterday by the Department of State upor he representations of the government of the Philippine Islands. The opinion of the Attorney- General was secured on the matter. It was decided that there is no legal authority for ex- tradition between the United States and the
Philippines.
The question came up through an application fom the Philippine government for the return of Wilson, who is wanted in Manila for en- bezel mant, and who is believed to be en rouge to the United States
