Owing to their richness in capital and union in efforts, the foreign-merchants have already monopolized the n vigation of our seas. But they are not satisfied with the ses trade alone and are trying hard to get hold of the trade in the inland waters. After the Treaty of Nan-

these waters before it is too late to do so

Though the time has not arrived when our incrchants are able to compete with foreign merchants in the sea itude, they ran easily heat them in the inland trade, as the capital required in the latter trade is nothing in on parison with that required in the former, But it is a creat, ity that, owing to the want of encouragement on the part of the officials, our merchants do not dare to engage boldly in this useful and important traile. True, we have Ministers of Commerce and a Commer- cial Association, but these only exist in name. They do not even move a finger to improve our trade. They only know how to hamper our trade by heavy taxations.

What great conftast we must notice when we compare the citment of our merchants by nur oficials with that received by the foreign erchants from their Governments. The foreign Governments not only do not do any- thing to restrict the trace of theirmerchants but try to devise every means for i's improvement and furtherance..
