THE T. P 6. CASES.
The appointment which I mentioned some time ago of ene of the late T. P. G. Judges to superintend the copying of the T. P. G. judgment, is still pending, the British Cousul, who was appointed as senior Consu'-General custodian of the deumerts, having qualms about giving up the papers even for a day at a time to the officials who originally drew the majority of them up. The Chinese are natur. ally annoyed and they are tring to push the matter in Peking now. Meanwhile the rever sion of the T. P. G. cases goes gaily on, British red-tapisin preventing the adoption of a straight
forward and commonsense course of action.
THE SPIRIT OF THE TIM'S
A gradual recrudescence of the old familiar spirit's being noted in the bearing of the

Two or three instances have oc- curred in which the "police" ne soldiers have been caught indulging in Boxer gymnastics right behind foreigner backs, in some with a drawn sword, and in any case tending to throw ridicule upon them if not to excite absolute hostility on the part of the crowd, That such a thing should be possible on the spot where but two years ago conquering hosts swept the city bare, and with strong detach ments of those force still here, speaks volumes for what is likely to occur when these forces are withdrawn. In the spring we may con- fidently look for all the persuasive force of diplomacy to le directed against the retention of the foreign troops here, and while the great majority of prople profess a feeling of satisfied security just now, it is doubtful whether one would conscientiously like to feel absolutely left to China's good faith yet awhile. It does not tend to a feeling of security to know that large Chinese camps stationed on every side, some of them only two or three miles distant, and stories of

veiled insolence and hostility coupled with mysterious placards and the steady appoint. ment of Manchu officials all combine to keep alive recollections of what has been and may be yet again.

THE P. & 0. AND LONDON.
As the P. & O. Company have announced that the question of their terminal port in Great Britain is sull unsettled, the vars stories circulated with much show of authority must be received circumspectly. The latest is that the Company will not leave London, but will berth their big ships now building at Tilbury, and the reason given for the adoption
of this policy is that concessions have been made by the railway companies. This is a vague statement signifying, little, but the announcement has this in its favour, that it follows the course suggested by leading shipping authorities when the move to Southampton was under discussion. It was then pointed out that whatever other advantages Southampton possesses, London is the unrivalled centre for the distribution of Eastern products, and that although the approaching additions to the P. & O. fleet have outgrown the capacity of the Royal Albert Decks. Tilbury amply suffices for their accommodation. If the ". & O Company con template removing their headquarters In Southampton, they have probably been largely influenced by the vigorous measures now being taken by City man to improve the port of "Landon." It will be remembered that the Royal Commission which inquired into this question recommended that a Port authority he constituted, consisting of 40 members, partly nominated and partly elected, and that the expenditure of £7,000,070, required to carry out the necessary reforms should be guaranteed and of the rates. The City Corporation, on the other hand, strangly incline to the opinion that gonds should bear all the charges of the port, which should be as self-supporting as Liver pal Tatil some agreement is reached upon this crucial point, no reform is possible,

It is early yet to speculate upon the com mercial prospects of wireless telegraphy when the experiments which are to decide whether Varroni has bridged the Atlantic have not been begun. But at a recent meeting of the Western Telegraph Company a statement was made which throws an instructive light on the present position. Departing from the altitude. of lasty indifference at first assumed, Sr John Wolfe Barry, who is intimately associated with the cable system, has come to the conclusion that there may be something in aetheric telegraphy after all So the Western Telegraph Company put up an installation at Porthcurno, in Cornwall, in order that they might themselves test the possibilities of the system, and expedite repairs by communicat ing with the cable ships when the latter are two hundred miles or so from the shore. The Western Telegraph Company (150 the Maskelyne
system yet at their Porthcurno station they have fre- quently picked up messages meant for o her people, presumably for Marconi's establish- ment. Marconi recently announced that by a process of tuning his instruments up to a certain pitch, they would record only the messages meant for them and remain indiffer ent to all others. The interception of messages at Porthcurno, and the breakdown of the Marconi system in the maneuvres of the com bined Channel and Mediterranean Fleets, afford proof that this invention has not so far been practically appled.
