OUR LONDON LETTER,

"KING'S VISIT TO THE CITY."

THE CONDITION OF THE LONDON DOCKS.

(From Our Own Correspondent.)"

FLEET STREET, October 17th. The return of the King to town has brighten ed up the social world considerably, while the opening of parliament yesterday has brought back all the political stars and their satellites. Altogether London is anything but dull just now, for there is more political electricity in the air than for many a year., The violent scene which occurred before the House had been up more than an hour or two is an indication of what the temper of the Opposition, especial ly the Irishmen, is likely to be in the face of the threatened closure and rushed debates of government business.

It seems that the suggestion mooted some why have fallen in South Africa has not been time ago of raising a memorial to the Colonists

lost sight of. It had been quiet so long that inquired the other day if it was still-bore. I was informed that it was still alive under the fostering care of the Council of the Colonial Institute. My only criticism is that a more active foster parent might have been foun❘ Meanwhile, several nemurials to commemorate the part taken by Colonials in the war have arrived much neater consummation in other parts of the Empire.

Vague rumours are in circulation here as to the likelihood of another biccarat scandal coming into the courts, So far as I can learn, the facts are that at a Scotch shooting box a lady and gentleman were seen playing the game in a manner similar to that which raised such a dust in the Tranby Croft case some years ago. The husband of the lady and the wife of the gentleman were also of the party. The accused threatened but were persuaded to let the matter rest, for the present at all events. It really depends now, whether any further details leak out.. If so the implicated persons will probably have to thresh it out in public.

A LIBEL ACTION

The persistence of Sir Thomas Lipton in During the week the King has undertaken contesting the America Cup is worthy of all duties which prove that his recovery must praise, even if, as cynics say, it is a good have been complete. On Monday he gave advertisement. Anyway, it is a very expensive luncheon in honour of Lord Kitchener, who started for India this morning. Lord Roberts and some American officers also were present. at the luncheon. For the next two or three days his Majesty he'd several receptions and attended the face meetings at Newmarket,

There is little excitement in anticipation of the Royal visit to the City, on October 25th. There will be eliberate decorations, but the -crowd will be spread over such a long area that nobody is bathered with dou ts of being able to see. Most of the Coronation stands are still standing, but there is little demand for them. An old English October day is not an ideal time to sit on a wooden bench for half a day waiting for a procession, especially as there is an even chance of seeing it dimly through a yellow. fog. However, the weather is at present fairly good and hopeless optimists predict "king's weather" for the event. The City Corporation has set aside 10,000 for the Royal luncheon at the Guildhall for which the

menu is as follows:

Clear Turtle.

Mousse de Homard à la Mayonnaises. Pyramides ‹les Cailles du Roi. Timbales de Volaille aux Truffes. Côre'ettes d'Agneau de la Reine. Baron of Beef-Salade à la Demidoft Game Pies-Capon à la Béchamel. Roast Chickens.

With regard to the Education Bill, the agita- tion against it goes merrily on. Mr. Balfour and Mr. Chamberlain, declare the Bill.is defeated the Government will resign, and a number of the recalcitrant Unionists have no doubt made up their minds to stick to the government bat the fact remains that the times are critical, and in spite of compromise, which I think inevitable, he would be a rash man who would predict what will-bappen in the next few weeks. The Bill may pass, but the unwieldy majority of the government is becoming strained in its allegiance.

I notice many papers are severely criticising the government's decision to disband the chester Dispatch which has, I believe, the Weihaiwei Regiment Notably the Man largest provincial circulation, praises the good work done with the regiment and comments upon the useful purposes to which it might have been put in the future. The matter is likely to again engage the attention of the House.

hobby and very few men indeed could, or would, indulge in it three times in succession. Shamrock III. is to be built at Denny's Yard, Dumbarton, with Mr. William Fife and Mr. GL. Watson-designers of the two previous boats respectively-as joint designers. Thus the boat will be fitted our entirely by Clyde men. All sorts of stories are about as to the construction of the new challenger, but of course they are pure conjecture I hear from an American just come from New York that everybody is not filled with joy over thee at the prospect of the contest. Many American yachismen say whe› Sir Thomas takes à boat over to race, the struggle monopolises all the heart of the yachting season and spoils all Thus the repeated attempts of other events the Shamrocks to "lift that cup" is not an unmixed blessing to Yankee sportsmen.

The letter was marked "private and confidential," but the editor published it with an explanation that bad a good deal of acid in it. He left the name of Marie out, he said, because she had so often, and so violently accused others whose names did appear, of being "vulgar snobs," that he concluded she would be annoyed to see her name in print, As, however, he continued, Miss Corelli app rently should be read back ward to get her real meaning, he published the letter with every desire to please, Marie threatens to use him,
