was no reception committee to meet him. Escorted by his three American travelling companions he hurried through the growd of passengers and siation employes to Market st.. where a cab was in waiting.

Ho Yow smiled and nodded his head. "If the gentlemen please," he said, "we will travel on the street car. I wish to notice the street car service in your city. It is my first visit here, so I wish to see how the St. Louisans live."
The party hailed a Market st, car, in com pliance with the Consul General's wish and rode to the Planters' Hotel. During the ride Ho Yow occupied a seat with W. A. Chicker- ing, a San Francisco attorney, and nodded frequently to curious passengers, who turned to catch a glimpse of the tall, unusally garbed, Celestial.
HAD HEARD OF THE BONDLERS. The Consul ate breakfast in the Planters' Cafe with Mr. Chickering, Geo. T. Hawley
and Geo, M. Hawley, his travelling companiony. While enjoying a large plate of ham, and eggs, his favorite morning dish, Ho Yow was visited by members of the Business Men's League and representatives of the press.
"St. Louis reminds men of San Francisco more than any other American city I have visited," he said. "You haven't the rush and tear here that they have in Chicago, but from what I have heard I believe you have one of the three great cities of the United Stales. Your commercial possibilities are un. equalled. So far I have seen so little of the city that I can not form an impression of its ~etisical and urtistic mature. Oh, yes, 1-have reat of boodling here. Your American offi. cials are wonderful business men. They are the most enterprising men in the world."
HO YOW DRINKS COFFEE.
Ho Yow-dránk a part of a cup of coffee. A. newspaper man expressed surprise that the beverage was not tea.
"Oh, not" answered the Consul, umiling, "You see I have been in America six years, and am becoming Americanized."
Ho Yow remarked that his visit to St. Louis would ie his last in an official capacity.
I have served notice to my Government! that in six months I will tender my resignation,” he explained. “I think that I can do my coun-
try more good and benefit myself by devoting my time exclusively to the interests of the Chinese-American Commercial Co., of which i am the founder. The company will establish museums throughout China for the exhibition of American manufactured goods. Similar museums will be established in the United States for the benefit of Chinese manufac turers."
Consul Yow will remain in St. Louis a week, after which he will visit New York and other Eastern cities. Friday morning he visited the World's Fair site and a number of manufactur ing institutions,
The Consul is nearly six feet tall. He walks with a decided stoop, however, this decreasing his height several diches. He wears a queue several feet in length and is vain over it. He speaks English with great, fluency and no foreign accent. Minister Wu Ting-fang is a brother-in-law of the Consul..

GENERAL GRODÝĽKOFF'S-RECALL?? The unexpected recall of Genefal Gradyckoff from his important post of Governor-General and Commander-in-Chief of the Russian forces: in the military district of the Amur has been followed by his nomination as a member of the Imperial Council. The nomination becomes all the more striking when it is known that membership of the Imperial Council is reserved as a rule for those officials who, having "done the State some service," have carned justly the leisured ease of old-nge. But the able infantry, general, Gradyckoff, is only 5 years of age,
and
at this moment he enjoys the well-merited reputation of being one of the leading Russian experts in matters appertaining to warfare in Asia. He is regarded alike by officers and men as being a wonderfully clever field- officer, and his 'conduct of the Manchurian campaign in 1900 won for him the gift of a golden sword of honour from the Czar. General Grodyckoff's great experience of Asian warfare was gained side by side with. Skobeleff and Kuropatkine, the present. Minister of War. He gained renown some years ago by riding with only a few officers from "Samarkand to Askabad, along the northern frontiers of Afghanistan and Persia. In the Far East his carefully planned methods succeeded in quelling the rebellious Chun- chues, when peace with China was concluded, and in pacifying the vast district of Manchuria, : nearly 15,000 square miles in extent. Nor was his work then at an end. Railways were built; the high roads were made secure, and the river traffic was developed.

Rumour says that the costly working of the Manchurian Railway is unprofitable, and quite as faulty as is the Siberian Railway. But the Russian engineers profiled by a false economy in building the Siberian Railway with rails of to light a make, and the Manchurian Railway has been huilt of the best material and with due care. Foreign engineers have praised the solid construction of the line throughout.
