honesty, is a proposition (fitwe do not expect even the fow advocates of the Treaty would have the femerly to seriously advance. It is because of the gross dishonesty of the Chinese officials in their treatment of former Treaties nominally securing freedom of Inde, that the Sheng-Mackay Treaty has become ne cessary. This very dishonesty, which is cynically admitted even by the singers them selves and condoned by the "official 'watch dogs" of British comniczce, the generations of useless diplomatic and consular, cripples who for years bave been ruining British interests and British prestage in China, is how to be made the most effective weapon in the Chinese armoury for killing foreign interests in China and driving. foreigners in despair out of the country. And this line of argument the members of the China Association, who have stuftified themselves badly enough before in all conscience, are to be asked to subscribe, when ninety-nine out of every hundred white men în China know that nothing more disappointing, lame, impotent or imbecile has ever been foisted upon them by the astute Chinese through a coterle of time- serving, place-hunting incapables.. If the China Association does anything of the kind the sooner it is dissolved the better. If China has done so well out of her former studied

is only a question of time and opportunity for lier to come forward again and fight with the same weapon for
something more than the Sheng-Mackay Treaty gives, when its authors recognize that all its fine EXPOSITION promises are nothing but Dead Sea fruit. Nor must the death of the Viceroy Liu Kan-yih be left out of consideration 'in estimating the few vague chances of any good accruing to foreign trade or foreigners in China from the Treaty. His death leaves-Chang Chih-Tung the sole exponent in the provinces of the beautiful doctrine of sudden conversion and a likinless China The China Association has not been over well treated by the British Governmen in the matter already."It was distinctly pro mised that an opportunity would be given its members to express their views before the Treaty was made. That promise has not been. kept, and the Treaty must now standi er falt as it is, for no modification of its terms is possible at this stage. To ask the China Association to endorse it is simply poking fun at the victims of Sir James Mackay's great coup for a peerage and his imposture as a worker of diplomatic miracles. No more foolish Treaty has ever been negociated, and as for beiping China ou! of her troubles, all inen, except it authors, are
It is sincerely to be hope that the Shanghai Branch of the China Association will not allow itself to be misled into expressing unqualified approval of the Sheng-Mackay Treaty at the forthcoming special meeting of the members, which has been called for Monday week to express its views upon the question. A strung effort will doubtless be made to gild the-biner pill, which Sir James Mackay and those associated with him have concocted as a sure cure. for all China's troubles, as well as to induce the China Association to swallow the bonus and say it likes it but disguise it as they may, the fact remains that the medicine is a cunningly devised Chinese mixture, of more or less unknown nature, with a few equally obnoxious drugs from Rombay an Lancas hite thrown in out of sheer desperation of being able 10 prescribe any real specific for the case, and the whole compounded by a most narrow-minded, self- opinionated Anglo-Indian apothecary, with agreed that the cure will be infinitely worse no trained knowledge of the subject, and than the disease. people at home that he and his associales only anxious to pretend to equally ignorant

The Hongkong Chica Association has endursed the Treaty because Hongkong has all to gain and nothing to lose by its operation in China. But the case of Shanghai, and of all the other China Treaty ports, is quite different. There is not a single article in the Treaty the bad and the good alike-that would not redound to Hongkong's advantage, and we therefore need not inarvel that the Hong kong branch of the Association is quite ready to see the Treaty pass into operation. NEW LOAN FOR CHINA,
40,000,000 FRANCS.
It is telegraphed from Peking that an Imperial Decree dated 13th October, ratifies the contracts arranged between It. E. Sheng, Director General of the Imperial Chinese Railways, and the usso-Chinese Bank, re presented by Mr. C. R. Wehrung, the Bank's French Director for China and Japan. The contracts refer to a loan of forty millions of francs at 5 per cent., to be issued at Paris. The product of said loan is destined, it appears. for the construction of an important line 1 railway from Chentungfu to Taiyuenfo (pro. vince of Shansi) to be connected with the Hankow-Peking Railway.
The Echo de Chine says that this is the first affair of such importance negotiated in China by a Frenchman.
THE EVACUATION OF SHANGHAI.
Last wee's issue of. Der Ostasintische lord says that no further information in con- nection with the reported approaching eyacuat ion of Shanghai by the foreign troops has been received during the week, but so far as can be as ertained, the situation remains unchanged
mentioned. It may be taken, as pretty certain since the withdrawal of the garrisons was first
that the evacuation will be commenced on the
1st November. The report that the death of Lin-Kun-yi would interfere with this arrange ment appears to be entirely unfounded, and the fact that the commanders of the different contingents have not received any orders on the subject is to be explained by the necessity which exists for the foriegn diplomats to settle various minot formalities before the evacuation
can be effected,
