The submarine boat, is
Dat is now a part of the British first line of defence, and it may not be out of place to briefly state what their capabil ities and qualities are, as proved by the minny trials which have taken place in the Devon shire and Buccleuch Docks at Barrow in Furness (where they are being built by Messrs. Vickers, Sons anil Maxim, Limited), and also by the submerged trials which have been car ried out by experts in the Irish Sea off Walney -Island, near Barrow.....
The Admiralty order for five of these boats was entrusted to Messrs Vickers, as it turns out, more as an experimental contract; and the contractors have fully takes advantage of the carly experiences of the working of these boats, with the result that in the last submarine launched the production is a very practical and formidable engine of war.
During the past two or three months the boats have been put to severe tests of all kinds. Submerged they have been made to travel at varying speeds up to ten knots per hour, and when once,below the surface it is practically, impossible to follow their movements, even in daylight.
"SOME FEATURES OF THE BOATS.
The first fire submarines, four of which have been handed over to the Admiralty, are of 63ft, 4in. length, with a beam of rift gin, and a dis- placement of 120 tons.
The boats carry one torpedo expulsion tube at the forward end, and four of the 18in. Whilehead torpedoes are carried, the gear being arranged so that the torpedo may be dis harged with the boat stationary or running at any speed, or when she is on the surface of the water or below it.
The boats will withstand the pressure conse- quent upon a submersion to a depth of roof. below the surface. When on the surface the vessels are propelled by gasolene engines, and when below this power is obtained by electric
motor.
During the trials of the earlier boats much progress has been made in the direction of determining the angle of diving and or rising to the surface, and also to obviate submergence to an excessive depth. This is done by auto- matic means, but in every respect throughout the fittings of the submarines it has been found advisable to supplement all mechanical appli. ances by hand-gearing.
AN ADVANCE ON THE PERISCOPE. In the French submarines a view of the surface of the water is obtained by those on board by means of the periscope, which enables them to see through from 30 deg. to 50 deg. and so steer the boat directly for a visible point In the later British boats a great advance has been made by an appliance which will effect an even wider purpose while enab ling the boat to travel below the water at a depth which leaves no possibility of the sub- marine being defected from above the surface
of the water:
Exhaustive trials have been made in steer ing, turning, diving, rising, and speed; and in all these directions the new additions to the British navy have been found absolutely perfect. From time to time niterations liave been made in the engines and tanks, with the result that the No. 5 boat is probably to-day the most effective submarine in the world.
In rough and calm weather the boats have been put through severe tests, but no firing tests have been gone through, principally

WAT THE NEWEST BOAT THE BIGGEST,,
The most recent addition to the flotilla of submarine boats is much larger than those ordered in the first place.
It is fully a hundred feet long, and carries with it a greater displacement, a greater speed, and some very marked improvements. Perhaps the principal advance has been made in the steering gear which includes quite a new feature of marine work, by means of which it will be possible to advance or retreat without reversing the engines.
This larger boat is at present lying in the Devonshire Dock, Barrow, being prepared for her preliminary trials, which, naturally, will be carried out with complete secrecy."
It is anticipated that this larger boat will embody all the improvements which have been made during the experiments with the smaller bonts and that when she is completed she will establish a new and very formidable class of submarine, a long way ahead of any other in existence-E1.
THE KING OF SPAIN.
AN IMPETUOUS, YOUNG MONARCH. King Alfonso during his recent tour in the provinces repeatedly gave evidence of an im petuosity and firmness of will that caused the utmost trouble to his suite. His chiclattendant General Pacheco was especially worried by the suddeness of the imperial whim. At Oviedo, it is said, his Majesty several times complained of boredom at a great reception prepared in his honour, and wanted to go to bed. General Pacheco, explained that etiquette demanded that the people should go first. The King declared, he would soon get rid of them, and soon after as the Bishop of Oviedo was-giving, some parting guests his blessing Alfonso doubled his fists to his mouth and imitated the bugle call "taps." Then he stretched his arms and yawned. The people took the hint and went

numerous snapshots of a triumphal arch with his camera.
At Santander he was greeted with cries of "Long live the King." Long live Spain" and similar shouts. In the stillness that followed te leaned over toward the Duke of Veragua who was on another stand and cried "You did'nt come in for anything this time did you Duke "No long life for you."
At Cabadonga the King visited the shrine there and as the Bishop was explaining the relics he cut him short with the remark that be was hungry and walked away.
At Pamplona a costly dais had been prepared for him, but he declined to use it and backed into the middle of the room saying, "I prefer to stand here."
On the road from Oviedo to Mieres, the King saw a small gauge railway and on being told 'that it ran to some mines several miles away, he insisted on going to see the mines regard less of the waiting crowds at Mieres.
During the entire trip the King was constantly turning the programines of the various munici palities upside down at a moment's notice. is bete noir was the regular Te Deum at every town, but he was per uaded not to refuse to go and thus offend the church again. It is said by those who accompanied him that he is full of boyish fancies, and he does not yet realise what his high position demands."

ELABORATE METHOD."
The directors of the Bank of Italy have just discovered a highly ingenious method of falsifying 40 banknotes, which is being car- ried on by an unknown gang of swindlers. Precisely how the fraud; which is known as banknote paring, and reminds one of the old system of sweating gold, is worked is not known. It is generally believed, however, to be a resurrection of a fraud which was largely perpetrated during the days of the Papal
Government.
A to nole is taken, and a strip two milli netics wide is cut from the edge. The note then goes into circulation, which it does withbut suspicions being aroused. A second note is taken, a strip four millimetres wide is cut from its edge, and the two-millimetre strip is joined on to the note in place of the four-millimetre piece by a piece of paper as like the official banknote paper as it is possible to forge it, the engraving of the note being, of course, continued by the forgers across the new strip. A third note is then taken, and a six-millimetre'strip cut from it, to be replaced by the four-milli- metre strip in the manner described. From a fourth note an eight-millimetre strip is cut, and replaced by the six-millimetre piece; and so the paring and replacing goes on, tilt the forgers- have in their patient hands a perfect note less two millimetres cul fedfu the opposite end to that at which they began working.
Another method is to lay several good notes and one bad one together, tear them up, and then stick them together again, placing in each good note not piece of the forgery.
The directors of the bank have caused notices to be posted in their exchanges warning the public against the fraud.

It has long been evident from the tone of, the Russian Press that Germany's conspicuous success in becoming an important factor in the Far Eastern Question has been all the more galling to Russia in view of the fact that at the same time Germany has, managed to extend its influence and trade in the Near The Fast, and especially in Asia Minor. harbour works now being carried out by Germany at. Haidar-Pasha are particularly. unwelcome in Russian eyes, and the Svet is moved to make the following comment - Great Britain and Germany know - their business; the, former bays Lorenzo Marques and the latter quietly takes possession of aidar-Pasha. Dog does not eat dog,' a thus both Powers understand how round off their respective frontiers; Great Britain is to have East Africa, with the Suez Canal from Cairo to the Cape, while Germany means to have the Balkans, Constan- tinople, and Asia Minor down to the Persian Gulf. But Germany has no intention of fight- ing for any new territory; it fights for trade, and it will be better for it to leave such terri. tory as it seizes under Turkish administration. Of course, wherever if may be necessary, Ger mass will occupy official positions: And what can the other Powers do in the face of this? According to the old idea of 1648 with regard to political equilibrium the Powers cannot allow any increase of strength on the part of any single Power. This idea is purely platonic nowadays, and it does not prevent other Powers, less scrupulous than Russia, from showing signs of increase. The secret of the matter is that Russian statecraft has been thrown somewhat out of gear by the unex. pected appearance of Germany in the Near East. Globe.
