ANOTHER FATAL COLLAPSE--Further
There can be no disputing the fact that the circumstances attending the awful disaster at the Kowloon City Road in the early hours of Saturday morning will have to be made the subject of a very searching enquiry. It cannot be avoided, and whether or no any active steps will be taken to prevent a recurrence of such disasters it is time that the whole question was thoroughly threshed out in the interests of life and properly. August last we had to record the awful disaster at Cochrane WINE AND SPIRIT MERCHANTS. In June of 1951, before the two houses crashed down in the heart of the Chy, we drew attention to the fact that there was but one Inspector of Buildings, in the Colony, and that it devolved upon him to visit and report upon the whole of the build, ) ings in coûtese of erection. A HEROIC RESCUE-A juuk in Yau-ma-ti Bay was seen to be in distress at one o'clock Saturday morning. There were five occupants and no means were at hand to save them, Constable Counsell, however, arrived on the scene and, armed with a life line, plunged into the water and swam through the story heavy sea abounding with wreckage, and more day gerous on account of the extreme darkness, This is the second instance of Constable Coun- sell's bravery that we have recorded within the kast tew days. The Inspector came from London to make reports upon buildings, if any of these are total- ly ignored and we are given to understand that such is the case--then it is time the appointment was discontinued. Surely if he is a competent man, and we have no reason for believing he is not, his reports should carry weight but on the other hand if he does know his work the post is a sinecure and the Inspector should be given a return. passage to England, thus saving the Colony unnecessary c.penditure every year.
