The Government is certainly doing its best to relieve the people as much as possible, but so far as we can see there may be a similar shortage next year. As the water question has become so important, why does not the Government seriously consider the advis ability of borrowing two or three expert irrigation men from India. There men can be obtained who have made irrigation and water supply the study of a lifetime, and not a mere side issue-as is the case with our Public Works folk. They would have a great knowledge at their fingers ends, and would be able to lead irrigation channels along the whole of the hillsides of Hongkong, tap streams, and utilize the whole of the avail. able water, in a manner which would pro- bably never occur to our own men. By them too, we believe, a scheme of water supply would be carried out quicker, cheaper and far more thoroughly than if left to local talent. We want experts and not amateurs for the apathy of our own men has left us in a predicament from which it is only too probable they will fail to extricate us under

We are great admirers of our American cousins, but we must say that we think Mr. SHAW, the United States Secretary of the Treasury, goes a trifle far in his speech as reported by Retuer. The policing of the whole of the Western Hemisphere, including all the countries and islands washed by, the Pacific Ocean, is rather a large order, and will, we opine, even tax the resources of Brother JONATHAN. Besides, some of the other Powers may have something to say in the matter. America has not, Mr. SHAW should remember, even succeeded in policing the Philippines, and it will be quite time enough to talk about the rest of the Pacific when this little job is accom- plished. The American Eagle has done a great deal of screaming and flapping of its wings of late, but We notice Co., that it still evinces a strong partially for sit ting on the fence and remaining benevolent- ly neutral, hoping to come in for an equal share of the spoil all the same. The United States will find that the maintenance of an immense Army and Navy is not a very inexpensive amusement, especially when the freeborn American soldier and sailor has to be paid much more highly then his brother in arms of any other nation. When this tremendous police force is in being and working smoothly will be quite time enough for Mr. Shaw to talk about the transfer of the sovereignty of the Pacific from the Union Jack to the Stars and Stripes. NOTES AND COMMENTS.

The Water Famine. The water famine, from which the Colony has been suffering for so many months, has now reached a very acute stage and rain seems to be as far offas ever. This moming a representative of the Telegraph took the trouble to count the number of coolies wait- ing to fill their buckets at the water station established near the Canton Wharf, and found that there were 235 men, women and children waiting on one side, and 239 on the other, making a total of 474. There are three of these stations established along the Praya and we are told that that by the Can- ton Wharf is by no means the best patronised. Then too the station was not visited at the busiest portion of the day, and we are informed that a couple of days ago no less than 1,565 persons were waiting their turns to fill their buckets at one time. Allowing an average of six hundred persons waiting throughout the day and supposing that twelve can fill their buckets in a minute, it will be seen that a coolie has to wait some fifty minutes in the string of water carriers before he can fill his buckets, and this added to the time oc- cupied in carrying the fluid to its destination quite accounts for the high prices being charged for water.
