The institution was filling a very great want in the Colony, and it would be remembered that during a discussion some time ago in the Sanitary Board, it was mentioned that it would be an excellent thing if graduates of the Col. lege could be obtained to instruct

Ho also pointed out that many students who had re- ceived their diplomas from the College bad: been engaged by the Straits Settlements govern ment, who recognise the value of Chinese trained in westen medical science, and, seeing that the government had recognised that value, he said he had written, asking if that Govern ment would be disposed to join in a scheme with the Government of this Colony to establish a College in which the lecturers would be as at present-

CANTON, April 17th. KWANG-SI REBELLION.

It still continues difficult to get reliable news regarding the rebellion in Kwang-si. The one thing that seems to be definitely ascertained is that the rebellion is spreading. The Canton officials continue to give aut reports favorable to the Impeial roups.. A gentleman who has spent considerable time in Kwang-si returned from Wu Chow to-day. He has lately been in the neighbourhood of Nan Ning and tells some interesting things about the present trouble. Part of his trip down was made in company. with Marshal. Sou's family, According

to this gentleman there has been no very serious fighting between the rebels and the troops. The rebels who now number over

His Excellency-Gentlemen, I beg to thank you with my whole heart for bating so kindly

of one or two hundred man. They are here to day and away to-morrow. Two or three of these bands will unite and loot a village and scatter before the troops can attack. The rebels are wellarmed. About five thousand have repeat- ingrifles and there is alsoa considerable quantity of smokeless powder in the hands of the rebels. These rebels do not seem to have any definite plan. Whatever the outcome may be at pre- sent, there does not seem to be any desire to overthrow the present dynasty. They are, in for plunder. Having got agoing they must keep agoing. About coop of these rebels afe ex-soldiers. They took their rifles and ammuni tion with them because they were due back pay and could not get it. Marshall Sou dismissed these soldiers and declares he will not have them back. He has called for 15,00 Huvanese but there has not been a very prompt response take at least three years to restore order, so

I know very little now about all these things, and it is a great privilege to me to assist at anything in connection with which my knowledge is not so extensive as I could wish it to be. I there fore simply say that every time I am asked to take the chair at such meetings as this I always welcome the opportunity because it gives me a great opportunity, of learning some thing of the working of the Colony, (Loud applause.) This afternoon a report reached Canton to the effect that Nan Ning is now besieged by for an attack. If this proves true we may the rebels, and that the troops are gathering. hear of some real fighting soon. One or two such engagements would tell what the rebellion has in it. Another report to hand to-day is 1073 that a village west from Kwai Ping had been plundered by the rebels and upwards of 1,000 persons put to death.

Most of your renders will remember that the

French and United States Consuls agreed upon some "Regulations" for the guidance of their respective nationals. These "Regulations were approved by the French. Bishop and by several Protestant missionaries and then, as agreed to by the consuls, the Viceroy issued,a proclamation embodying the "Regulations. After the proclamation had been posted throughout the province the Viceroy, at the instance of the French Consul, had the pro- clamation taken down. About ten days ago an article signed "William Ashmore ap peared in one of the Hongkong papers under the heading "Who Rules the Two Kwangs." According to this writer the French Consul had the "Regulations" annulled, and con- sequently the inference is that the French Consul rules the Two Kwangs, the United States Consul having been ignored in the recall' of the proclamation. A case has just come to mynetice which shows that these "Regulations have not been annulled. A French priest took up a case that was purely Chinese. This fact was brought to the notice of the United States Consul as a violation of the "Regulations." The French Consul was notified and he immediately wrote to the United States Consul that he would notify the priest that this interfer ence would not be allowed. This is something new. Was it ever heard of before, that a French Consul directed a priest to keep hands Course Kowloon Rock (starboard), mark off? Enquiry at the U. B. Consulate elicited the boat Quarry Bay (pon), Channel Rocks (star information that the "Regulations" had not board), Lyeamun beacon (port), Kowloon Rock been annulled and would not be annulled. It is, so far as I know, the first honest attempt that has been made to avoid friction and more serious trouble between the Catholics, Protestants and the heathen. The Regulations" have been heartily approved of by all the officials, in fact by all the dis- interested Chinese. Almost as hearty approval has been given by foreigners here and at home.
