H.E, the Officer Administering, the Govern ment, having entered the room said Mr. Chief Justice and gentlemen, I take it as a great compliment indeed to be invited in here to say a few words to you before the commencement of your labours, and I take this opportunity of thanking you with my whole heart for the rendy way in which you have accepted my invitation to add these la bours to what you already have to do know that all of you are very busy men, and I take the ready acceptance of my invitation as a proof-which I did not need before-that. you all have the honour of this Colony as much at heart as 1 have (applause). As for myself, gentlemen, you can easily understand that during my short period of administering the Government I would wish that everything should be done in Hongkong in a way thoroughly. befitting the place. I yield to no man in my affection for Hongkong, and I yield to no man- either in my estimation of the present political and commercial importance of Hongkong and think that I have perhaps a higher opinion than many people of the future of Hongkong (applause). Therefore, I would certainly desire that during my term of administration➡an honour which I prize more highly than I do anything else everything should be done in Hongkong in a way that in fact you should not have to deplore in any way the absence of the real Governor. I therefore beg to assure you that in everything I can do you shall have
