THE CHINESE IN AMERICA.
AN OUTSPOKEN CRITICISM, It is pleasant to find one really outspoken writer who raises his voice against the anti- hinese cry of the Pacific slope. He is Mr. Jaoquin Miller, "calling himself labouring man who has built miles of stone wall." "planted' thousands and thousands of troes" and "worked alongside of all sorts of hands for fifteen years," though he is now a teacher and a lecturer, What he says in the North American Review about Chinese immigration is this
"The Chinese in the placet mines, where I worked alongside of them for years, always
took time, at the end of a day's work, to entire ly change, their clothes and take a bath. never knew a Chinese miner who did not. never knew any other foreign miner who did. In fact, I never knew one of the other foreign

take a bath of any kind, except 'by accident. The Chinese are the cleanest people in person in the world, except, perhaps, the English gentlemen who take their daily dip.
"In conclusion, let me say I never saw a drunken Chinaman,. I never saw a Chinese beggar. I never knew or heard of a lazy one. I sat as county judge of Grant County, Oregon, for forty years, where the miners had sold out to the Chinese to such an extent that the larger half of the mining properties was Chinese. Yet in all that time there was not one criminal case involving a Chinaman, and but one civil one, and in the latter case a white man was finally indicted by his fellow citizens for perjury."
"This cutery has widened and spread, until to-day there are few property-owners in San Francisco who care to have their real senti. ments on the subject published. But I repeat that all the tax paying and substantial citizens of our cities and the real labourers of our Pacific empire from Alaska in San Diego, want and need these people with us, for, as Senator Norton said, they do the lowest work.' The men with a home, whether he has a little shop or a little farm, does not want his wife and grow ing children tocook, wash, and do chamber work, when he can get a silent and submissiva little Mongolian to do it for a song. I tell you more: the real labourer on this coast is a Christian, and when he reflects that the little, brown man Is starving, starving for work, and that his people at home are literally starving for the dollar or two a week, which is all he asks when he first comes to us, why, this Christian man wants to open his home to him, and his heart, too, and give him work. We have, perhaps, the finest, best people in the world on this Pacific coast, the select of the republic, and we can keep this standard up, and even advance it, and do Christian good at the same time, by not only allowing but inviting the little brown men to come. For our ambitious and splendid white boy or white girl can not get on nearly so well at school if kept at home to do help washing, do chamber work, and mother to do what Senator Norton called *the lowest work' about the house. The. fareign girl simply will not go away from the city; and even in the city, if we except the Swede, German, and the like, she must have light work and heavy wages. My work as a teacher, talker at teachers, institutes, colleges, and so on, has in the last four years, laken me into nearly every county in Washington, Ore- gon, Califorale, Arizona, New Mexico, Texas, and Louisiana, and I have nowhere heard one voice in favour of the Chinese exclusion act, but the contrary, at all times and places. The Chinese are particularly wanted in the great Southwest.
"I can count letters from women by bun- dreds, begging that this brutal act be not per petuated. Our women here in this warm land are not so strong. They must have help,' and they can not depend on foreign white 'help, and their daughters must go to school.

So far as the exchange transactions pure and simple are concerned, it is believed that the increase in business will enable the older banks to continue to make their current satis. factory returns, and these banks are not expect ing, for the present at least, any serious inroad into their exchange business, Rates, they declare, are at such a low ebb as to make any rivalry extremely unremunerativé. As a matte of fact, the charge is merely the simple rate of

It appears that a bank called the "American Bank " has lately been established in Manila, largely through the efforts of Major H, B. Malford, who is its cashier. It is an incorpor ated institution, with a capital of $100,000 gald. Kountze Brothers are its correspondents in this city and the First National Bank is its correspondent at San Francisco, Advices just received in this city quote this bank as making loans at 12 per cent, while the old- established banks at Manila are loaning at 6 and 7 per cent.

Sponge cake.--Take a few handfuls of Indian meal and sufficient dirty, water to make into a Put it on a piece stiff paste (no fat needed). of tin or shovel over a fire, Ready for use when warmed through. N.B.-See the crowd trying to beg a bit of this when anyone is making it.
Porridge-Take a few handfuls of Indian com and put it into a bully beef or other old tin. Fill up with water and boil till soft.
Put
in a little salt if you are lucky enough to be able to pinch a bit. One feed of this will last all day. Beverages, tea or coffee-Fill up the dinner pot with water-no need to wash the pot, as the sand in the water cleans that. Put it on the fire for fifteen minutes. Then throw in a handful of tea or coffee and serve up in mess tins that you have just used to fry bacon.in This is a most refreshing dri k.
