THE SITUATION AT SHANGHAI." Considerable surprise has been manifested bere, not only by the Southern Officers but by several members of the Northern Rise Com mittee, who are at present in Hongkong," respecting the tone of the following article which recently appeared in the W. C. Daily News.The article is as follows
"The dispute now rife between the dock officers on the various coasting steamers and the companies owning the vessels is 'evidently approaching a serious form. The officers had a meeting at the M. M. OA. on Monday, at which a strong position was taken "up" and a definite line of action agreed upon. It was private, of course, but in the course of an interview with ope of our representatives yesterday morning, an officer told us the facts of the position which his colleagues have assumed, and the state of negotiations as they are as present advanced.
"What is the cause of the dispute?" com- menced our representative."
"Well," replied the officer, "the whole canse is simply that we want more wages. We con- sider that we are not sufficiently well paid for the responsible work we have to perform,"
"What is the rate of pay now?",
"A second officer's wages now are £8 per month during the first year, when it rises to L1o. A first officer receives Lia during the first year, and £14 afterwards.
"And you want more?"
"Yes. We ask for £14 for a second officer during the first year, and Lao for a chief officer, and afterwards that the second officer should be raised to £14, and the chief officer to £21,"
"And what action, if any, have you taken to enforce your demand 1”
"We have given the companies notice that- unless a reasonable answer is received by the zoth instant an extreme line of action will be. taken. This decision was arrived at on Mon- day evening; and will be communicated to all ports in the East immediately.".
The officer repudiated the suggestion that anyone inside the shipping world considered them well paid. "Look at the engineers,” he remarked. "A third engineer comes out, im- mediately after finishing his apprenticeship, and in his first year he gets more pay than a chief officer who is second in command of the ship, who may hold a Master's certificate, and must have passed at least two examinations, to say nothing of the years he has served at sea. An engineer passes no examination, nor is it compulsory for him to have had previous ex perience at sea. Can there be any sense of
airness in that?"
