Passengers holding Orders for OVERLAND CITIES in the United States have between SAN FRANCISCO and CHICAGO, the option of the SOUTHERN PACIFIC, CENTRAL PACIFIC, UNION PACIFIC, DENVER and RIO GRANDE, and other direct connecting Railways, and from Chicago to destination the choice of direct lines.

Special rates (First-class only) to European Points, are granted to Missionaries, Members of the Naval, Military, Diplomatic nad Consular Services, and European Civil Service Officials located in Asia, and to European Officials in the Service of the Governments of China and Japan.

THE MERCANTILE MARINE, OFFICERS MEET AT HONGKONG;

An enthusiastic meeting of the Southern Rise Committee formed in conjunction with the Northern, or Shangbai Rise Committee was held at Connaught House last evening for the purpose of considering what further action. should be taken in furthering the request of the officers in the Mercantile Marine on, the

China Coast for a rise of pay.

The meeting was opened by one of the mem bers, who, after reading the minutes of the pre vious meeting, said Gentlemen, I open the meeting, to-night with accounts of what has been done since last meeting and propose that a chairman be appointed for the evening. We all know this is the night of the meeting

and got a reply the next morning. The reply was: "No reply received as yet; await our letter, important That letter, gentleman, das. not been received as yet, but wo as a body of mon meet here to-night to decide, what steps we Southern officers should now take.

One of the Senior Chief Officers of the Coast was elected to the chair, and the meeting pro- ceeded to consider the advisability of sending

a second letter to the various owners of this Port. After a lengthy descussion it was how ever, decided to await a reply from the Northern Rise Committee before taking farther action.

In an informal discussion which ensued it was stated that the Merchant Service Guild in England were advising men not to come out to China as they did not consider the induce- ments were sufficiently attractive, w. ile some of the men present notified their intention of proceeding home at an early date..

The question of the formation of a Marine Association for Hongkong, which has been brought before the former meetings; was again discussed and the officers unanimously agreed that such an ins- titution was necessary for the amalgamation and welfare of the officers and would be uni- form to the rules and regulations of the Mer chant Service Guild at home.

A vote of thanks to the Chairman brought the meeting to a close.

TIENTSIN, January 31st. An Edict appeared yerterday to the effect that Jung Lu had memorialized the Throne to- allow him to retire. The Empress Dowager, however, said that it was impossible for him to retire at such afcritical period, and that as he had served the Throne so well and had kept., his mind free from any bias towards the Boxers, loyalty demanded that hs should retain his position and continue his good service. to the British Minister's charges against Jung- Lu, which have been, I believe, pretty outspok en, and an official declaration that Jung Lu's hands were clean regarding the Boxers. There is, however, too much reliable evidence to the contrary for the Edict to prove very effective. Jung Lu himself is wriggling uneasily in his prominent position, which brings him very much under foreign observation, and he is well aware of the hostile sentiments, of most of the Ministers. His recent attempt to show that it was his secret instructions which prevented the Southern Viceroys frow rising has fallen quite flat. Nobody makes even a pretence of believing it. Although he had forged to the front just before the trouble, if his position was strong enough to hold the Viceroys in check, it was. certainly strong enough to control affairs at Peking.

MANCHURIA

The Russo Chinese negotiations in regard" to Manchuria are reported to be progressing, more smoothly, owing, it is said, to the assis tance of Yang Shih-yang, who is gifted with great eloquence of speech, and Tako Shen-pu, a Russian scholar. The Empress -Dowager is leaving the matter entirely in Viceroy Chan Chi-tung's hands, and he has been invited to come North and carry the affair through, or squash it, as he sees fit. I do not think myself that any progress has been made in the business, and I do not think Russia is frantically in- terested in getting the final seal. As long as the treaty is in abeyance she naturally stays where she is, and as she will not withdraw in any case it seems of very small importance whether China agrees or not.
