SANITARY BOARD,
Ata meeung of the Sanitary Board held Inst | Thursday in the Board Room there were present: The President Dr. J. M. Atkinson, (Principal Civil Medical Officer), the Vice-President: Hon. A. W. Woodcock, (Secretary).
RAT DESTRUCTION, With reference to this inatter mentioned in our volumns yesterday, the following discus sion took place
offal, ribbish, etc, which could be swept out were present then prosecutions would take place.".
The matter arose out of an observation made by Mr. Osborne to the effect that he saw a pamgraph in a contemporary stating that a poor old woman had been fined for not clean ing bar house, and that the reason, she had not done so was because she could get no water to do it.
This was all the business.

The President-With reference to the re-
fessor Simpson's experiences in South Africa have, I think, been otherwise. He says that there they found it very useful indeed, and wore able to trace the disease in different districts of the town from the rats that were infected.. Mr. Osborne-The matter is referred to the Chamber of Commerce, is it not?
The President-No; that is another ques- tion; the question of 50 a gas. It is hardly a specific. It is merely infecting the rats with another infectious disease. I think it would be worth trying; we want to try every way we can to get along,
Mr. Osborne-What is it proposed to do? The President-The idea is to cultivate some of this bacilius-Professor Simpson has brought some of this and when the bacteriologist arrives in a fortnight's time he is going to ask

To the Shareholders, the National. Dank of China, Limited. Gentlemen, The Directors have now the pleasure to submit to you the accounts and balance sheet for the year ending 31st Decem.

The gross profits, including $9,002.58 brought forward from last year, are $255,486 43, which after deducting all charges and allowing for bad and doubtful debis leaves a net profit of $149,196.55-

Great sympathy will be felt for Mr. Brazier and his three little folks, also for Dr. and Mrs. Myers the parents of Mrs, Brazier. ANNUAL MEETING.
At the zist annual meeting of shareholders in the Hongkong leefompany, Limited, held at the offices of the Company yesterday there were present Messrs. J. J. Ball-Irving (Chair- ma), W. it all over the town.
IN A FIX CATS NOT WANTED. The suggestion that Chinese be encouraged to keep cats was next considered.
The President said-The only objection to that is that cats also contract the disease, I saw from a report of a Conniission in India that cats also contract the disease, so I do not know whether, knowing that, we should be justified in increasing the number of cats,
Mr. Osborne-There would be a great danger, it appears to me, from plague being contracted by the cats from the rats.
Hon. W. Chatham-Most people dislike rats intensely while many are fond of cats; there fore the contact would be closer with a cat that happened to be infected than with a rat.
Mr. Osborne-I don't think it is much use our taking the matter up. We have quite as much- as we can do to get the Chinses to fall in with other sanitary arrangements, and I don't think, anyway, that we can encourage them to keep cats if they don't want to keep them or pay for them!
The President-I move we reply that seeing cats contract the disease the Board does not think it would be advisable to encourage cats,
This was agreed to.
"
CLEANSING OPERATIONS. The President, in the absence of Dr. Clark, moved:"That the Board define that portion of the City of Victoria, east of Tank Lane and Cleverly Street, and west of Glenealy, Wynd. ham Street and Peddar Street, as districts within which officers of the Board shall make n
house-to-house visitation for the purpose of cleansing and disinfecting the premises con tained therein, in accordance with Hye-law No. 1 of the Bye-laws governing the prevention of epidemic or contagious disease made under section 13 of Ordinance 13 of 1gor." He con- tinued-This is necessitated by the fact that district, and it is required that the Board should the cleansing operations have reached this
define it.
The Chairman said-Gentlemen, the results shown in the report before you are so favour able that I think you will be satisfied with few comments from me on the working. The policy of writing down your property, thus strengthening the position against any possible opposition, will, I am sure, commend itself and I anticipate your approval of the other recommendations as to dealing with the balance of Profit and Loss Account. Profits have in creased annually in the past owing to the steady increase in the demand both from the shipping and locally, and at present the proba bilities seem to be that these improving results may continue. It may interest you to know that the quantity of ice supplied to sleamers during last year exceeded the local consump tion. The plant at the works is now of the inost modern and economical kind. The cold storage buildings with futings have been. completed at a cost of $61,500, and although there may be no satisfactory return from that outlay for some little time, I hope shareholders will regard this extension as supplying a much required real want, from which, in due course,

Mr. Osborne moved that the application be granted, and explained that they were not Chinese tenement houses, but solid blocks going up on the Reclamation, having a front age on the Fmya on one side and Chater Road at the back. They would be occupied solely as offices, and no one would be sleeping there at night. He thought it would be very desir able that the Sanitary Board should not interfere with such progress in this Colony. The amount. of space available for offices was very small indeed, and it was contracted in narrow limits by the Reclamation for the Naval Yard If the business offices of this Colony were to be encouraged, a convenient place must be got H. PINCKNEY, for very large blocks of buildings.
