The Outlook.
We have so frequently dwelt upon the very gloomy outlook for China that we have now and again been accused of taking an abnormally pessimistic view of the real state of affairs. We do not think that such a charge can be truthfully brought against us, but contend that the real fact of the matter is that foreigners in general are too prone to regard the situation through rose-coloured spectacles, and to look at matters more as they would wish them to be than as their own experience would teach them to expect. To show that we are not by any means alone in our estimate of the value of the reforms now being instituted, we publish some ex- tracts from a letter of the Peking native correspondent of the North China Daily News, who, as is only to be expected, is thoroughly conversant with Chinese affairs, and, as will be seen below, takes very much the same view which we have so frequently expressed of late.
