WAS LI HUNG CHANG A GREAT Hutton,
STATESMAN?
Most of the European papers contain lengthy biographical sketches of the late Li Hung Chang; and their editorial comment is to the general effect that, while not a great statesman from the Europea point of view, he was, never- theless, "the strangest, most cleancut figure | which China has produced for many centuries." Whatever his limitations, says The Satur day Review (London), there can be no doubt that "whatever of progress has happened in China is due to his inisiative, and it is fair to remember that he had to encounter the full force of the conservative element, which was able, even last year, to scheme à. Sicilian vespers which should exterminate all the fin eigners and the foreign appliances that has pallured the sacred soul of the empire.”
THE BUSINESS OF HIS LIKE," says. The Standard (London), " was to keep it bay as well as he could the hounds that were sager to make their prey of the tranquil con- servatismu " of the Middle Kingdom. "Admir | ably he played the protracted game. It was, on the whole, a losing one. The artistic sense, must confine itself to admiration of the dexterity of the moves and the imperturbable tenacity with which, in face of il-luck, the strugte was maintained." He is believed to have been a
The Speaker patriot, renks (London), ironcially; ¡erhaps he was, but he is known to have amassed a princely fortune. It was only his quaintnes and originalty that gave him title to the world's attention, declares the London Daily News, All in all, he was "just a elever Oriental affected by Western influences, and deter hined to make the best of two continents.” lar 'Li was generally regarded as
EXTREMELY PRO-RUSSIAN IN HIS SYMPATHIES indeed, says The Times (London), the with dawal of Li Hung Chang from the stage of Inernational politics culminates one of the mist powerful elements on which Russia bas bein accustomed to count în her recent diplo maic moves."
The National-Zeitung (Berlin) also com mests on the late statesman's leaning toward Rusia. In all her history, says this journal.
Chịn has had no other statesmann who entered in such close relations with Russia. continues:
T
It is probably true-in fact it has been an apa secret in China for years past-that Li Hung Chang was not only paid in sterling coin forhis services to Russia, but that he also de rivid from that Power a certain support in his relitions with the Chinese Government the hope expressed by English journals that hisdeath might perhaps interfere with Russin's plans in Eastern Asia is unjustified. The

NETHODS WRICH RUSSIA HAS EMPLOYED to influence China are manifold, and some one wit doubtless soon be found to take Li Hung ching's place. China bas, moreover, far too great a respect for the military power of Russia to be able to oppose an irrevocable refusal to any of Russia's demands unless she is sure of the support of other Powers. In his capacity of broker between Russia and the Chinese, court, 'Li Hung-chang was therefore, probably quite as greatly over-rated as he was in con nection with most of the other diplomatic Affairs in which he had a hand or in which hin tactics were suspected.
The Montreal Witness calls attention to the fact of his age and recent illness, and says:
"The fact that in his extreme age and phy-. aical weakness his country could lean on hims And him only, to carry on its extremely com- plex and desperate diplomacy, is the highest testimony to his unequalled capacity for affairs.
He was a man who, under favourable conditions, would have ranked with the great, patriotic statesmen who have made nations great."-The Literary|Digest.
