Then it dawned upon me that "fag" is the street-boy's slang for a cigarette, derived either from the resemblance of a-bundle to faggots. or from their thrifty habit of picking up the dis- carded fag-ends which the smoker has dropped on the pavement. The fag photo" was, of course, the picture generally inserted in each little box. But there still remained the curious fact of the zeal of this poor little chap as an art collector and his willingness to barter even one of his papers for an almost valueless pic- ture. A little conversation and a few inquiries from tobacconists threw a good deal of light on the mystery.

VOLUNTEERS IN INDIA.

But the most attractive form of advertisement is that which had engrossed the energies of my young friend the newsvendor of the pavement. In this case a hundred numbered photographs of celebrities-footlight beauties and bantam. weight boxers, and crack bowlers and famous generals-were disributed among the packets sold. Anyone making up a complete collection of the hundred was entitled to a sovereign from the makers. The temptation to a bay who only needed a dozen or so to make up the set to buy packets or get others to buy them for the pur- pose of winning the prize was, of course, TARTAPOSITION RED HAND enormous. An investment of a shilling or so might enable him to draw the coveted golden coin. And naturally the stysem led to barter of particular numbers in the series, and an active propaganda among boys for the sale of this particular packet. Or course, there was a great element of chance, for if the shopkeeper sold fairly, and declined to overhaul his.stock for a particular picture, fifty packets might be purchased before the last of the series turned up: And all the others would be instalments towards further collections held by boys, incit. ing to more spéculative purchases.

Bappily, I hear that this system has worked its own remedy; and has had to be discontinued by most, if not all the firms which adopted it, For, in spite of severe notices issued by the makers about fraud and prosecution, some of the smaller tobacconists would sell the packets minus the pictures, and dispose of these to boys at six a penny, with a premium onspecial and rare numbers.

"Yes," said a tobacconist of long experience;

cigarette smoking by boys has been growing enormously for yours, I don't like to see it, but what can you do? Only yesterday a little chap of about seven came in here for a packet, and I refused him, but he replied that it was for his brother, and, of course, one can never be sure, and it would not do to offend 'customers

"The penny packet," continued my inform ant, "has brought thousands of pennies into the cigarette trade that formerly went for sweets. There are a doren, penny packets on the market, prettily got up, and with mouthpieces ar. photos included. Most of these packets give-five cigarettes for the pendy, but there is one which contains six.
