AN OPINION ABOUT ENGLAND IN THE FAR EAST.

halfpenny evening papera under his arm. And I was coming out of a tobacconist's shop not far from Charing Cross. What “fag photo" was I had not the slightest notion, still less why the youngster should suppse such a thing to be in my possession.
་
"What is a fag photo ?" I asked. -
"Garn!" he replied, contemptuously, "them picters of generals an2 crick'ters-an' beautiful, lydies wat yer gîts in thripp'ny packets. If yar get one o' Quaife or Baden-Powell yer can 'ave a Echo' for it,"
Then it dawned upon me that "fag" is the street-boy's slang for a cigarette, derived either from the resemblance of a-bundle to faggots. or from their thrifty habit of picking up the dis- carded fag-ends which the smoker has dropped on the pavement. The fag photo" was, of course, the picture generally inserted in each little box. But there still remained the curious fact of the zeal of this poor little chap as an art collector and his willingness to barter even one of his papers for an almost valueless pic- ture. A little conversation and a few inquiries from tobacconists threw a good deal of light on the mystery.

Mr. Oishi has always been a staunch rivoente of an Anglo-Japanese alliance, and his views as to that matter have not undergone any change. Having carefully examined his expressions of opinion. we gather that one of his chief motives in recommending- such an alliance is that he looks forward to England's becoming Japan's purse-holder as France is Russia's He thinks, in short that Japan wasts foreign capital, that offers splendid opportunities for its investment and that if England, stand' in the position of capitalist, political bonds of a strong character. would be at one drawn round the two countries. Looking at the matter from England's point of view, he holds that her policy of isulation has been a mistake. Its palpable result in the Far East has been to expel her from the commanding situation she once occupied and to transfer large portions of her influence to Fiance, Russia and Germany, which countries may be regarded as a triple alliance for purposes of Oriental politics and for the crushing of Great Britain, She has been driven from the Yellow River regions; in

VOLUNTEERS IN INDIA.
A REALISTIC CAMP.
The Great Indian Peninsula Railway Vol. unteers have recently completed their annual camp at Dhond, where they have been carrying out manœuvres of an up-to-date description, which included an armoured tmin, Divided into two sections, the defence party, the possessors of the armoured train, had to protect a massive railway bridge, whilst the "enemy" were do take the bridge, under conditions akin to those of real warfare, and thus secure the position. The camp, which lasted a fort night, proved of the utmost educational value, as giving an insight into the methods which obtain under more serious conditions. Beyond the fact that the absence of real danger caused the men to unnecessarily ex- pose themselves, the engagement was interest; ing and instructive. It appears that the attack fag party failed in their attempt to take the bridge, their tactics being suspected, and à deadly fire from the armoured train making it obviously impossible that any fores could succe- ed in the object of the attack. General Ventris, in inspecting the men afterwards, spoke highly of their work, and, according to the Bombay Gazette, was greatly impressed with the success of the camp,

But the most attractive form of advertisement is that which had engrossed the energies of my young friend the newsvendor of the pavement. In this case a hundred numbered photographs of celebrities-footlight beauties and bantam. weight boxers, and crack bowlers and famous generals-were disributed among the packets sold. Anyone making up a complete collection of the hundred was entitled to a sovereign from the makers. The temptation to a bay who only needed a dozen or so to make up the set to buy packets or get others to buy them for the pur- pose of winning the prize was, of course, TARTAPOSITION RED HAND enormous. An investment of a shilling or so might enable him to draw the coveted golden coin. And naturally the stysem led to barter of particular numbers in the series, and an active propaganda among boys for the sale of this particular packet. Or course, there was a great element of chance, for if the shopkeeper sold fairly, and declined to overhaul his.stock for a particular picture, fifty packets might be purchased before the last of the series turned up: And all the others would be instalments towards further collections held by boys, incit. ing to more spéculative purchases.
Bappily, I hear that this system has worked its own remedy; and has had to be discontinued by most, if not all the firms which adopted it, For, in spite of severe notices issued by the makers about fraud and prosecution, some of the smaller tobacconists would sell the packets minus the pictures, and dispose of these to boys at six a penny, with a premium onspecial and rare numbers.
"Yes," said a tobacconist of long experience;
cigarette smoking by boys has been growing enormously for yours, I don't like to see it, but what can you do? Only yesterday a little chap of about seven came in here for a packet, and I refused him, but he replied that it was for his brother, and, of course, one can never be sure, and it would not do to offend 'customers
"The penny packet," continued my inform ant, "has brought thousands of pennies into the cigarette trade that formerly went for sweets. There are a doren, penny packets on the market, prettily got up, and with mouthpieces ar. photos included. Most of these packets give-five cigarettes for the pendy, but there is one which contains six. I really wonder bow they do it, but I suppose it is the cheapness of over a sixth of an ounce of tobacco, and then there are the papers, the box, and the mouth. pieces or photograph. Of course it is hardly the kind of cigarette i abould recommend to you, but boys don't seem particular about flavour."
