THE P. M. Company's Steamship "CHINA," will be despatched for SAN FRAN TCISCO, CO SHANGHAL NAGASAKI, INLAND SEA, KOBE, YOKOHAMA and HONOLULU, on TUESDAY, the 31st instant; at NOON, taking Freightfor Japan, the United States, and Europe. Passengers are allowed to break their journey at any point Through Passage Tickets granted to England, France and Germany by all trans-Atlantic lines of Steamers, and to the principal cities of the United States or Canada.

Passengers holding through ORDERS TO EUROPE have the choice of the Overland Rail Routes from San Francisco, including the SOUTHERN PACIFIC, CENTRAL PACIFIC, UNION PACIFIC, DENVER and RIO GRANDE, and NORTHERN PACIFIC RAIL WAY; also the CANADIAN. PACIFIC RAILWAY on payment of £4 in addition to the regular tarif rate,

Passengers holding Orders for OVERLAND CITIES in the United States have between SAN FRANCISCO and CHICAGO, the option of the SOUTHERN PACIFIC, CENTRAL PACIFIC, UNION PACIFIC, DENVER and RIO GRANDE, and other direct connecting Railways, and from Chicago to destination the choice of direct lines.

Special rates (First-class only) to European Points, are granted to Missionaries, Members of the Naval, Military, Diplomatic and Consular Services, and European Civil Service Oficials located in Asia, and to European Officials in the Service of the Governments of Chins and Japau

TO UNITED STATES and CANADIAN POINTS, Special rates (first class only) are confined and will apply only to Missionaries, Members of the Naval and Military Services, and to Consular and Diplomatic Officials of the Governments of China and Japan.

Return Passage.-Reduction will be made to passengers who do not hold return tickets, making the return journey between ports in the Orient and Honolula or Eeyond, within twelve

months.

Through Bills of Lading issued for transportation to Yokohama and other Japan Ports, to San Franscisco, to Atlantic and Inland Cities of the United States, via Overland Railway, to Havana, Trinidad, and Demerara, and to ports in Mexico, Central and South America, by the Companies and connecting Steamers.

Freight will be received on board until 4 P.M. the day previous to sailing, Parcel Packages will be received at the Office until 5 PM, same day; all Parcel Packages should be marked to address in full; value of same is required.

Consular Invoices to accompany each shipment of Cargo or parcel (valued at $100. Gold or over) destined to Points, beyond San Francisco, in the United States, should be sent to the Companies' Office addressed to the Collector of Customs at San Francisco..

Merchant's invoice will be sufficient for cargo or parcel (each shipment) when the value is less than $100. U.S. Gold.

Passengers will descend to the deep level by lifts, as now they go down to the Tube plat- forms, and there will be a uniform 'fare of two- pence for five miles and under, and a halfpenny more for any further distance. As in the Tube, the deep level railway will abolish, classes-- all men can thus travel first!!

THE NEW WATEK-MOVE

For a long time, it has been suggested that the County Council ought to control the water supplies of London, for which purpose, it has been argued many times and by divers persons, that the Council should buy out the monopolists with their effete methods; but the enormous cost, which would run probably into fifty mil- lions, has precluded any move in that direction. Now, however, a new Daniel has arisen in the collective person of the Metropolitan Radical- Federation, which argues, that purchase is unnecessary, and that all the Council has to do is to obtain permission from Parliament to sup- ply water, and then proceed to do the work so thoroughly well that the antediluvian com- panies would simply be competed. out of the business. There is very little doubt that this way is legally admissible, for a wise Legislature has invariably refused to give any Company a statutory monopoly to supply any district in London.

Hard on the top of all this municipal and local activity comes a renewal of last year's demand for protection of our unskilled work- men against, the ever increasing tide of un- desirable alien immigrants. The "British Brothers' League," of which the object is to bring about the legal restriction of the number of destitute foreigners daily arriving in London, is unsectarian, and has no politics.

For the moment, the Capital of the Empire seems to have turned its eyes away from the dark cloud of foreign malice, hatred, and all uncharitableness, away from the weary strife in South Africa, to a contemplation of the needs, and coming improvements in our own; midst.

Telephones, Water Supply, Foreign Immi- gration, Railway Affairs, and Trade Unionism, have bulked large in the programme of the past week. True they are prosaic subjects, and lend themselves but little to the exigencies: of the party platform orator, or the interchange of those ponderous personal vituperations which so frequently do duty for political argu- ment at the present time, but they are matters. which concern very closely the health, comfort and prosperity of London, and therefore, in directly affect the whole nation,
