FRANCE AND TURKEY.

TEXT OF TERMS.

PAPIE, November 17th.

The Turkish Minister of Foreign Affairs has Informed the French Embassy that by the Irade of the Sulian, the Fonte acnowledges the first demands of France end confirms the new ones, as follows:-

1-Accepts the legal existence of French schools in Turkey, and agrees that the same shall henceforth be free from taxation, in ac cordance with the Agreement and Convention

in force.

-Accepts the legal existence of the present French Lospitals and religious Institutions, freeing them also from all duties and land taxes, "In accordance with the Agreement and Conven- -tion in force,

-3--Permits The erection, repair and extention of schools and religious and medical institu- tions, which have been damaged or destroyed during the events of 1894 and 1899 in Asiatic Turkey and Constantinople."

4. Consents to the absolute fight of France to establish, build, enlarge or repair bu idings in the future, provided no objection is raised to this establishment, building or repairing by the Imperial Ouoman Government within six months from the date of receipt of a notifica: tion to such effect fram the French representa

tives.

5-Sanctions the selection of a Chaldean Patriarch.

LONDON, November 26th.

General Alban (Columbian Government leader) claims to have had a victory over the Insurgents at Culebra (north of Panama) after four hours' fighting, the casualties amounting to 150 killed and wounded. The Americans are controlling the isthmian transit and forbid any bombardment of Colon, United States troops are guarding the station at Matachio, midway befween Colon and Pamama, and are preventing the employing of the railway for military transport. Fighting is proceeding at San Pablo (north of Matachin).

LONDON, November 27th. Colombia has severed diplomatic relations with Venezuela and withdrawn bor Legation from Caracas. Colourbia claims to possess eighty thousand fighting men. General Alban has reached Tabernilia (north of San Pablo on the Colon-Panama railway) and is preparing for a decisive engagement at Colón.

LONDON, November 26th, Á German squadron is at La Guayra (near Caracas) pressing President Castro for pay- ment of two million dollars overdue coupons. Castro is included (? inclined) to defy Ger- many, and politica! complications are feared.
