TIENTSIN DAY BY DAY.*.*
TIENTSIN, November 20th.. Reports dribble in from the Manchurian frontier of severe trouble with brigands in the Chaoyang district, and Ma Yu-kwan is said to have received Imperil orders to take 10,000 troops and suppress the rising. It is very doubtful whether he will progress fir, however, if he goes at all, as the "brigands" are reported to be halfcaste Russo-Chinese and deserate characters, and so long as they only trouble Manchuria he will probably leave them to their own devices. Opinion here is that the trouble | is purely local and not serious.
I am told that a quantity of skins for Chinese consumption which usually pass through this port on their way south are this year being biken overland to Shanghai in order to avoid the double duties which the antagonism of the Provisional Government and Imperial customs necessitares, neither body acknow. ledging the dues paid to the other. I am of opinion, however, that-the-trade thus-being diverted in not so large'us intimated, as it is questionable whether traders would reap any. benchit from the long overfänd route, which
· Cal. Bower, of the Wel-hal Regiment, who bas been the British Governor of Tientsin City lace the Provisional Goverment was fint o ganized, has been ordered to take up the com, mand of the Legation Guard in Peking, and expected to leave for the capital immediately. He has only just settled in a house here with his wife and family and does not like the change at all; but auch are the vicissitudes of a soldier's life. Gel O'Sullivan, who is General Creagh's chief of staff, will succeed Col, Bower as Gover nor in the City, much to the satisfaction of the many with whom Col OS'ullivan is popular.
The P. G. is trying to take a rough census of the destitute poor in the City with the object of opening, congo kitchens, and distributing general relief,
The Russians are stated to be building, quità extensively in Manchuria which is accepted as a pretty direct indication of their fotention with regard to evacution."
November 23rd.
I think I mentioned the other day that owing to the frequency of the robberies in Tientsin City the Provisional Government was taking the cash shops under special protection and posting extra police at the doors of these establishments. Curiously enough many of the shopowners have now petitioned the P. G. 10 take the police away, declaring that their busi- ness is so small that they feel over-whelmed. by such solicitude, and that in spite of the P. G. notification that the police are not to be paid, they fear their guard may prove a too expensive luxury for them to maintain,
Li Hung-chang's coffin at his own request is to be lodged in the Chein-hiang Tsu, or Temple dedicated to highly honoured officials, and the funeral will not take place until the spring. There will probably be some function in Peking and quite possibly bére also, or the body may be conveyed straight to Tongku by rail without stopping,
The Empress Dowager's birthday was' cele- brated both in Peking and Tientsin by the people hanging out red lanterns. The Em- peror's birthday a few weeks ago was the first occasion when a display of such kind has ever taken place, the people formerly not making any outward desmonstration. It is suposed there- före that the new custom has been imbibed from the Japanese
On dit that then is almovement among the conservative officials at Court to disinherit the Heir apparent, who appears to have thoroughly disgusted everyone. Now that the Emperoris nominally in power ag in too, there is not the same ron d'etre for him perhaps.dat
The period determined by the late Edict prohibiting purchase of office appears to be a rather moveuble feast, as the sale still goes on, and some provinces have boldly declared the date postponed for six months or a year. Tho native papers doclare that the recent rush for office has resulted in all influx of 20 Million Tarls to the Government, but the figure seema obviously an exaggeration, though no doubt the sum is very, large. Pity the Powers did not carmark this source of revenue for tho indemnity.
One of the principal "men in the Tientsin Press printing room has just been convicted of printing duplicate ricksha licences and selling them to the Chinese, The Press has been doing the printing for the British Municipal Council, which has the licences printed every month on a different coloured paper, which has to be nailed in a prominent place on every ricksha, private or publie," and these licences represent quite a respectable item of Municipal income. The fraud carried out by the printer and his accomplices was therefore considerable and he has rightly been sentenced to one year's hard labour and to refund the B.M.C/$500.)
Among the many other disadvantages which would furnish at least two libiu payments and have resulted from last year's trouble la Tien- à dozen examination barriers, at each of which | tsin as a 'community has been the crowding a toll is probably levied. Thern is absolutely no out of the cemetery, which is now rapidly filling reason why any friction should exist betweanup, and six month's hence will have no avail- the P. G. and Customs as the former is quite able lot. The German death rate, though not willing to hand over the surplus revenue after
as alarming as it was at one time, is still high. paying expenses, but Sir Robert Hart evidently and two or three officers have lately died. It believes by prohibiting the Chinese Customs is proposed to make a new cemetery on the. Race Course Road, which though some distance Superintendents from acknowledging the passes supplied by the F. G. he will cause such friction for funeral parties, will be a healthier locality. that the foreign Government in occupation will be dissolved. So far there seems to have been no falling off in the trade, and mercantille profits doubtless allow uf even double barrier charges.
The state of affairs at the Bar and around taken generally appears to be pretty serious. Within the part few days a gang of despera dobs conveying Chinese passengers on shore at Taku from one of the Shanghai steamers, shot two of them on the way to land and cast their bodies overboard. Another boat load of passengers following in their wake were startled by the shots, and asking their boatmen what was the matter were told briefly that some men in the first junk were merely
A large party of missionaries and returning washing their guns." This it appears is the residents have arrived this week, the party in stock expression among the brigands for mur cluding at least three brides.
