LEGISLATIVE COUNCIL.

A meeting of the Legislative Council was beld this afternoon in the Council Chamber, There were present:-His Excellency the Governor (Sir Henry Blake, a.C.M.) His Excellency Major-General Sir W. J. Gascoigne, K.C.M.G. (General Officer Commanding), Hon. H. E. Pollock (Acting Attorney General) Hon. J. H. Stewart Lockhart, C.M.0. (Colonial Secretary), Hon. Commander R. M. Rumsey, RN. (Harbour Master), Hon. C. Mcl. Messer (Acting Colonial Treasurer), Hon. W. Chatham (Director of Public Works), Hon. A. W, Brewin (Registrar General), Hon. C. P. Chater, C.M.O., Hon. T. H. Whitebead, Hon. J Thurburn, Hon, Dr. Ho Kal, Hon. Wei A Yuk, and Mr. R. F. Johnson (Acting Clerk of Councils).

The Clerk of Councils read the minutes of the last meeting.

LAID ON THE TABLE.

The Colonial Secretary laid on the table papers respecting the increase of salaries of bordinate officers, and the intermittent system of water supply.

FINANCIAL MINUTES. The Colonial Secretary moved that Financia! minutes (Nos. 69 asil 70) be referred to the Finance Committee.

The Hon. Messer seconded and the motion was carried.

FINANCE COMMITTER. The Colonial Secretary also brought (orward the report of the proceedings of the Finance Committee.

PUR! IC WORKS COMMITTEE. The Director of Public Works submitted the report of the proceedings of the Committee at meeting held on the 25th ult, "relating to the refuse destructor and precautions against the harbouring of rats. With regard to the first natter they adhered to their former opinion as to the disposal of th; ordinary daily refuse of the City, and in reference to the second depre- cuted any changé being made at present in the concreting of surfaces,

STANDING RULES.

The Acting Attorney General moved. That te Standing Rules and Orders of this Council made in pursuance of Article XIX of the Royal Instructions of the 19th day of January, 1888, and dated the 9th of June, 1890, and amended by the Legislative Council on the 11th day of June, 1950, be further amended as follows:---

(a.) That the present Rules and Orders I and 2 of the said Rules and Orders be omitted and that the following Rule be substituted therefor to be numbered 1:"The meetings of the Legislative Council shall be held on such day and hour as shall from time to time be ordered by the Governor"; and that the subsequent Standing Rules And Orders be renumbered accordingly.

(d) That the present Rule and Order 3 be- amended by deleting the word "special" before the word "meeting"

(4) That the present Rule and Order 9 be Amended by deleting the words "After which the orders of the day shall be read by the Clerk."

(d.) That paragraph 5 of the present. Rule and Order to be amended by inserting the words "en receipt" between the word "shall". and the word "be", and by substituting the words, "of the Council", for the words, "on receipt", after the word, "Clerk ",

He explained that with reference to the motion the object sought to be effected by paragraphs & and & was to do away with the distinction between general and special meet ings. There seemed to be no cause or reason for keeping up that distinction.

Manufacturing Company, Limited, to construct a Tramway within the Colony of Hongkong.

The mentioned that the Bill was drafted upon the lines of the Kowloon Godown Company's tramway, and its object was to enable the Hong-, kong Rope Manufacturing Company, Limited, to run a short tramway line, in connection with their business, down on to the Praya with a view to saving coolie hire.

The Colonial Secretary seconded the motion and it was carried.

It was then read a third time in committee and passed.

EMIGRATION ORDINANCE.

The Acting Attorney General moved the second reading of the Bill entitled An Ordinance to further amend the Chinese Emigration Consolidation Ordinance, 1889. The Colonial Secretary seconded the motion Cartind.

The Council went into committee upon the Bill but as amendments were moved the third reading was not proceeded with.

Previous to the meeting of the Finance Committed H.E. the Governor made a feli citous speech regarding the retirement of the Acting Attorney General who is leaving the Colony. A full report will appear to-morrow.

SUPPOSED SUICIDE.

Again, it is our lot to chronicle one of those sad

occurrences that have been all too

numerous of late. At 3.30 this morning the body of a man was found on the Tsai Tze Mui road with a revolver lying by its side, one chamber of which had been exploded It was soon recognised as that of George Graham, who only last night was fit and well. The cause of death was a bullet through the brain, but under what circumstances has not yet tran- spired. Graham came to this Colony with the gist Regiment in 1888 and bought himselfout in 1890. le joined the Naval Yard police and remained there about 7 years. During the whole of the time he was in this employment he was noted fer his invariable civility and strict attention to his duties. On leaving the Naval Yard be went to Selangor and for eighteen months was warder in the gaol. He returned to Hongkong and joined the Naval Store Department and re. mained there, for 2 years, and then went to the Hongkong and Whampoa Dack Company. A short time ago he engaged with the C. P. R. Co., as storekeeper, and was there about to dr 12 days and left last Tuesday through a slight difference of opinion arising between himself and his employers. Last night a filend visited him and found him in his usual state of good health and jovial spirits, but noticed the fact that on going out he put his revolver, that be always had in his quarters but never carried, in his pocket. The result was as stated above, and so goes out another good fellow whose best friends cannot imagine any cause for the deed, except the hideous monotory of life in the dreariest Colony (for its size) under the British flag. The funeral will take place at 3.p.m,, tomorrow afternoon.

STATUTE LAWS.

The Acting Attorney-General moved the First reading of a Bill entitled An Ordinance to amend the Statute Law Revision Ordinance 1901. He explained that nowithstanding the very great care always exhibited by Sir John Carrington in drafting all measures in connec tion with the Colony there was one word just a little ambiguous which it was desirable to remove. Doubts bad arisen as to the meaning of the word "enactment" because it might be taken to refer to the whole part of the ordin ance whereas it was undoubtedly the intention of the draftsman of the Bill that it should refer to the one particular section.

The Colonial Secretary seconded the motion and after the Council had gone into the Committee on the ordinance the second and third readings of it were passed.

BIRTHS AND DEATHS.

The Acting Attorney General was to have moved the second reading of the Hill entitled An Ordinance to amend. The Births and Deaths-Registration Ordinance, 1896..

He said he did not propose to proceed with the item-to-day as there was a question in connection with the Ordinance.

The Fusille's were far better mounted than the R.A. bur, besides, they played far better together and hit harder. The R.A. Nor was the weakest player on the gɛppnå, not only a weak hitter but he seems to have no idea of galloping and was never in his place, the Fusilier No. 1, on the other hand, knew his place and stuck to it as much as the pace of bis pony would allow.

AT THE MAGISTRACY.

'December 5th. THEFT..

A case that has been engaging the attention- of the court for the last ten days was settled this morning. Li Yee was charged with stealing Jewellery to the value of $47 from Cheung Haw, a married woman living at 52 Peol: Street. The evidence was conflicting and Mr. Kemp. went into the matter very carefully, with the result that Li Yee was sont to gaol for four months with-bard labour..

THE VIGILANT SANITARY BOARD. There were numerous convictions owing to the Sanitary Board's latest regulation. The Chinese do not yet understand that they can- not remove their bedding from a house in a district that is undergoing inspection and dissi infection! The floes imposed by Mr. Hageland were generally $5 or 14 days,

"HARD WORK FOR LAZY LOAFING. Yau Liisa Lafer, also a rogue, also a vaga- bond and was arrested with an ugly looking knife in his pisession. He will not work of his own accord, but his worship sent him to a place for 6 weeks where he will.

RESULT OF COLD WEATHER; Chan Sui.was awarded two months' bard

labour for increasing his wa drobe to the ex- tent of a pair of trousers at the expense of Capf. W. Thompson of the 3.5. Sade Afaru, and Chan Tak went inside for six weeks for the same offense.

THE STRAITS CRICKET TEAM.

A VOICE FROM PENANG. The writer of" News and Comments" in the Pinang Gazette makes the following remarks on the constitution and performances of the team which represented the Straits at Hong. |:ang

When one reßects how unrepresentative and second-rate a team were sent to play Hong. kong and Shangbai at cricket this year, their actual peilormances seem creditable enough- I don't know exactly who were reponsible for the selection of the Straits eleven. but they did their work in no very creditable fashion. The merits of some five of the cricketers selected are unquestionable, but the other seven could be improved upon out of those remain- ing at any one of the Settlements or States was somehow thought unworthy of sending a concerned-not excepting even Penang, which single player, so far as I am informed.. It may be that the PC. authorities were chary of submitting any names, when invited to do so; but this sounds too incredible. It would not be a bad idea for the new captain of the P. C. C. Hongkong; they would certainly make not to challenge the team on their return from nearly as strong opponents as the Perak elevens, of four and five years ago. Indeed, I fancy Penang at its present strength can make them stretch themselves all they know. I think the committee pf selection deserve the united rebuke of all patriotic Malayan sportmen.
