The Servant Question. The Servant Question is one on which a great deal has been said and written in Hongkong, but very little done. Registration of servants has been suggested time and time again, but pessimists always come forward and say that it will fail an account of the opposition of the servants themselves. But it cannot be denied that some remedy inust soon be found LOCAL AND GENERAL. for the very unsatisfactory state of affairs that now exists. As matters at present standaser vant cares little how he behaves, for he knows that his master probably will think twice byfore he wastes a morning at the Police Court in prosecuting him for impertinence or disobedience of orders, while the absence of any form of registration and the ease with which employment can be obtain. ed takes away all fear of summary, dismissal. A public meeting to consider the advisability of asking the Government to introduce an en- actment for the registering of domestic servants was held at the Selanger Club on Saturday. with Mr. Justice Jackson, K.C.,, in the chair. There was a fair attendance, including several ladies.

Mr. Justice Jackson explained the object of the meeting, and called on Mr. Carey to explain the resolution which was to be submitted.

THE MORTALITY STATISTICS for the whole community for the week ended Sept. 23th show a death rate of 33.6 per 1,000 as against 23.6 the previous week and 216 the corresponding period last year. The foreign community death rate was 23.3 as against 27.8 the previous week and 11.4 the same week of last year.

Cobban died at the Peak Hospital this morn ing. She had been suffering for some time from dysentery and the shock of the sudden death of her husband, "which occurred on Monday morning, caused a relapse from which the unfortunate lady was unable to rally. Mrs. Cobban had many friends in Hongkong and was a well-known figure at all charity concerts. Great sympathy will be felt for her little son and daughter, who are bereft of both parents

within a week. The funeral will pass the Monument at 9 am. to-morrow.

Mr. Carey then proceeded to deal with the whole question at some length, pointing out that no harm could be done while much good might result if all domestic servants were re: gistered. The object of registration was to inefficient servants more careful and therefore better. The present system of testimonials was a farce; regis:ration would ensure correct identification. "The theft or kan of other ser- vants' registration books could be guarded against by having a photo pasted in each book together with a duplicate to be kept by the Registrar. It was certain that the enhanced value of their certificates would tend to produce a more efficient class of servants. If properly started, registration was not likely to meet with any uppasion from the servants themselves, He believed the kongsis would find their in- terests identical with those of the employers, as they would find it cost them less to support a good servant than a bad servant who was often out of employment, and therefore continually falling back on the kongsi for maintenance. Registration would not compel a servant to work where he did not want to. There would be no additional power for an unpopular master to get servants

The proposed law would prevent employers from being victimized by bad servants who could never keep any place. Various objec tions had been raised. Some people said they have had no difficulty in getting good servante, but on the contrary, many people had, and the registration proposal was one which he felt sure public-aprited people would support on princi. ple. After mentioning several other possible minor obections and disposing them, and also explaining that failure elsewhere under different circumstances was no reason why, a registration scheme should fail here, Mr. Carey BLEND. mentioned that Mr. Treacher had promised
