THE NORTHERN SQUADRON. When the troubles began last year with the Foreign Powers in the north the fast cruisers and other men-of-war of the Peiyang Squadron in the absence of safe, adequate harbours had to Yangtze (Kiangyin). Chinese-like, in lack of system, the presence of the Pelyang ships in the Yangtze was made the pretext of compell ing the Viceroy at Nanking to pay the expenses of maintenance of these cruisers, which being unacceptable to the Southern Administration the latter tried to decline assuming the ex-, penses and responsibilities of the Nonhem, says the Universal Gazette. THE NEW. ASSOCIATION RULE. The football season is almost with us, and anything in regard to the game is therefore of the greatest interest. We take from the Athletic News of the 12th of August the following notes on the subject of the New Association, rule. That paper says:--
